About The Role

The Programme Manager provides strategic leadership and governance across Boldyn’s delivery portfolio, ensuring telecommunications and digital infrastructure programmes are delivered with precision, control and commercial discipline.

Reporting to the Programme Lead and aligned to one or more Heads of Delivery, the role oversees end-to-end performance across multiple concurrent projects - spanning Enterprise, Offshore, Private Networks, Venues, Special Events, Wi-Fi and NHIB environments. To support bids/pre-sales with delivery plans. This leadership role delivers programme certainty under high-risk, dynamic environments where deadlines are immovable, and stakeholder expectations are high. The Programme Manager steers the delivery and technical teams through changing circumstances, proactively managing complex risks while maintaining alignment with technical, commercial and strategic objectives. This role is responsible for ensuring delivery is resilient, adaptable and achieves the highest standards of performance.

What You’ll Be Doing

Programme Leadership & Governance

  • Provide programme-level leadership, oversight and assurance across assigned delivery portfolios, ensuring full alignment with Boldyn’s governance frameworks.
  • Translate strategic objectives into measurable delivery milestones, supporting structured control across the lifecycle.
  • Lead governance forums and programme reviews, ensuring transparent and accurate reporting on progress, risk and interdependencies.
  • Maintain standardised RAID, change control and reporting processes across portfolios, reinforcing consistency and accountability.
  • Partner with the Programme Lead to continuously improve Boldyn’s programme and project delivery frameworks.

Risk, Quality & Assurance

  • Own and manage programme-level RAID registers, ensuring proactive risk mitigation and clear escalation pathways.
  • Oversee quality assurance, compliance and CDM adherence, maintaining auditable traceability across all delivery artefacts.
  • Support internal and external audits, ensuring corrective actions are applied and lessons learned are embedded across portfolios.

Commercial & Financial Governance

  • Collaborate with Commercial and Finance teams to manage budgets, financial forecasting and cost control
  • Provide strategic oversight for contract negotiations, supplier performance and commercial risk management
  • Resolve commercial and contractual challenges swiftly, safeguarding programme continuity

Boldyn Governance

  • Design and implement robust programme governance frameworks, including decision-making hierarchies, escalation pathways and control gates
  • Drive a layered governance model ensuring appropriate delegation of responsibilities across strategic, tactical and operational layers
  • Oversee cross-functional integration between Design, Delivery (Senior Delivery Manager and team), Commercial and stakeholders
  • Maintain transparent, structured reporting to senior leadership, ensuring swift, informed decision-making

Provision of Programme information to support:

  • Internal BPR (input only)
  • Monthly project specific Governance review with Exec team (prepare and lead session)
  • Fortnightly Programme Board (prepare and chair)
  • Monthly Operational and Delivery Governance (input only)
  • Quarterly Continuous Improvement and Change Board (input only)

Change & Configuration Management

  • Own programme-level change control processes, ensuring all technical and commercial changes are controlled, documented and communicated.
  • Maintain full version control and audit-ready documentation across design, technical and commercial baselines.

Stakeholder & Interface Management

  • Act as the key interface between the Programme Lead, Heads of Delivery, customers, MNOs (as appropriate) and internal stakeholders.
  • Build and maintain strong relationships with delivery, design, commercial and operational teams to ensure alignment and transparency.
  • Lead communication on programme health, presenting concise, evidence-based reporting to senior stakeholders.
  • Represent Boldyn at governance boards, customer meetings and executive reviews.

Leadership & Team Development

  • Mentor and support Senior Delivery Managers, Senior Project Managers and wider Programme Office to ensure consistent application of governance standards.
  • Promote collaboration, accountability and knowledge-sharing across the delivery function.
  • Act as a role model for delivery discipline, fostering a culture of proactive control and continuous improvement.
  • Ensure all projects that are being delivered have adequate delivery resources and business cases approved to support mobilisation (budgets, plans and visible acceptance criteria).
  • Act as the senior escalation point for all internal and external stakeholders

Continuous Improvement & Transformation

  • Drive lessons learned across programmes, embedding improvements in Boldyn’s processes and culture.
  • Support the Programme Lead in the rollout of new systems, tools and frameworks to enhance operational performance.
  • Champion innovation and pragmatic delivery thinking that balance speed, accuracy and long-term maintainability.

What You’ll Bring

Essential:

  • Experience in programme management within the telecoms sector
  • Proven experience in programme or portfolio management within telecoms, wireless, or large-scale infrastructure delivery.
  • Strong governance and risk management background, including RAID, RACI and quality frameworks.
  • Able to operate credibly and confidently at a senior, strategic level while remaining hands‑on and willing to engage directly in operational delivery when required.
  • Demonstrated success in leading multi-disciplinary delivery teams across concurrent, complex projects.
  • Expertise in commercial control, budget governance and benefits realisation.
  • Advanced stakeholder management and executive reporting experience.
  • Solid understanding of CDM 2015, H&S compliance and audit frameworks.
  • Professional programme management certification (e.g. MSP, PgMP, or equivalent).

  • Degree or equivalent experience in telecommunications, engineering, or project management.
  • Experience in Enterprise, Offshore, Private Networks, Venues, Special Events, Wi-Fi, or NHIB delivery programmes.
  • IOSH, SMSTS, or equivalent safety leadership qualification.
  • Experience leading business transformation or framework implementation programmes.
