Job Overview

This post is fixed term/secondment until 31/03/2027 due to funding.

A fantastic opportunity has arisen for two experienced and dynamic Programme Managers to join the Transformation and Improvement Team at a pivotal time in our organisational journey.

These roles will play a critical part in delivering two of the Health Board’s Major Change Programmes (MCPs) - Community by Design (CbD) and the Clinical Services Plan (CSP) - both central to our strategy, IMTP delivery, and long-term transformation ambitions.

Working alongside Programme Directors and the Organisational Portfolio Management Office (PMO), you will provide senior programme management leadership to ensure robust governance, effective coordination of complex workstreams, and delivery against ambitious milestones and outcomes.

Community by Design (CbD): A nationally mandated, system-wide transformation programme delivering a fundamental shift towards prevention, population health, and more care closer to home through integrated, community-based models.

Clinical Services Plan (CSP): A complex, high-profile transformation programme underpinning the organisation’s strategic direction, IMTP delivery, and improvement trajectory, including progress against key organisational priorities.

Main duties of the job

  • Lead the coordination, delivery and assurance of a Major Change Programme
  • Translate strategic priorities into clear, deliverable plans and outcomes
  • Strengthen programme governance, risk management, and reporting frameworks
  • Provide timely, accurate insight to support Executive and Board decision-making
  • Build and maintain strong relationships with clinical, operational and corporate stakeholders
  • Work collaboratively across organisational and system boundaries
  • Embed consistent programme management approaches in partnership with the PMO

You will play a key role in ensuring delivery against organisational priorities, strengthening governance and assurance, and supporting improved outcomes for patients and communities.

We are seeking credible, motivated leaders who bring:

  • Proven experience in leading complex programmes or projects
  • Strong skills in governance, assurance and benefits realisation
  • Ability to operate autonomously and influence at senior levels
  • Excellent communication and stakeholder engagement skills
  • Experience of working in complex healthcare or public sector environments
  • A passion for improving outcomes and driving meaningful change

Qualifications And Knowledge

Essential criteria

  • Degree and/or management or professional qualification at diploma level or equivalent demonstrated knowledge.
  • Masters in Healthcare related subject (or commitment to completing in 3 years) or equivalent experience.

Desirable criteria

  • Management or professional qualification at post graduate level.
  • European Computer Driver Licence Qualification or working towards it.
  • PRINCE 2 MSP

Experience

Essential criteria

  • Significant relevant management experience working with multi-disciplinary teams.
  • Evidence of ability to implement and manage change in a multi-agency environment.
  • Ability to provide examples of real progress against key objectives in the development and delivery of services within the NHS.
  • Experience of Financial and HR management in a complex organisation.
