Title: Programme Manager (Youth Offer / Community)
Reports to: Programme Director
Contract type: Permanent
Hours: 5 days per week (37.5 Hours) Worked between Monday- Friday
Salary: Grade 2 - £40,736 - £44,056 (5% employer pension contribution, Medicash and group life assurance, 27 days annual leave per annum for FTE plus bank holidays)
Location: Norfolk hybrid working with regular travel in and around Great Yarmouth

Role Summary
Following a very successful 3 years of delivery in Central Great Yarmouth – we are now looking forward to Phase 2 – a further 3 years of delivery of our “NR Thirty” programme.
As a partnership, we are committed to improving the life chances of children and young people living in Central Great Yarmouth to ensure “A Great Yarmouth where children and young people feel safer, valued and heard, and where a community-led, collaborative local system supports them holistically to build confidence, skills and aspirations to thrive.”
To support the day-to-day delivery of the programme, we are seeking a Programme Manager with experience of Youth / Community work to join the team in Great Yarmouth. The role will involve working with a range of stakeholders, including education providers, VSCOs, Norfolk County Council, Norfolk Constabulary, Great Yarmouth Borough Council and senior multi-agency stakeholders. You will support these groups in developing collaboration, shared approaches and strategic interventions, within and agreed framework, aimed at meeting the development, wellbeing and connectivity needs of those children and families deemed most at risk through a collective approach.
Person Specification
Experience (essential)
- At least 3 years’ experience in the not for profit or public sector
- Managing relationships with a range of senior stakeholders including senior leaders of local agencies
- Working with organisations to enable them to more effectively support the children, young people and families they work with
- Youth and/or community work
- Working with young people
- Effective line management
- Facilitating effective conversations between the community and local services
- Leading successful initiatives targeting improved child outcomes or tackling inequality
Experience (desirable)
- Experience of working within or directly with the education sector
- Experience of leading a multidisciplinary team
- Understanding of the additional needs of marginalised groups
- Experience of performing a leadership role within the youth and community sector
- Experience of translating analytical research into practical recommendations and concrete actions
- An understanding of research led practice and evaluation
- An understanding of collective impact approaches

Key Objectives
Community & Youth Provision
As Programme Manager, you will be responsible for managing the day-to-day delivery of our Central Great Yarmouth programme, supporting identified staff across different sector organisations and our contracted delivery partners to:
- Facilitate meaningful discussion and a collective impact approach between service providers, residents, families and local agencies to embed locally-led solutions
- Support the identification of key areas of strength and development within the current local area provision, particularly in relation to early identification of need and effective intervention for children, young people and families.
- Support the meaningful engagement of residents and young people in the project, building on the knowledge and relationships developed by local organisations, education settings and community groups.
- Support the identification of training and development needs in relation to the project and liaise effectively with local and national partners to build the capacity of professionals.
- Support the adoption of a research-led approach to improving outcomes for those children at risk, helping local partners to identify and evidence needs, before designing and delivering collective solutions to these needs.
- Support the effective monitoring and embedding of interventions from a range of evidence-based delivery partners, ensuring that interventions are informed effectively by resident voice.
- Help local partners to reflect on the learning gained through this work and spread that learning throughout their agencies and across the project to multi-agency colleagues.
- Provide support / line management to a Programme Officer and/or Senior Programme Officer, supporting them to carry out their role effectively.
- Provide direct support to the staff leading the project internally, building capacity within the education settings and associated multi-agency colleagues to adopt a research led approach.

Other Responsibilities
In partnership with the Programme Director, Programme Manager (Education) & Programme Officer
- Ensure the delivery of a high quality programme
- Work with internal stakeholders including delivery partners to ensure effective planning, timescales, partnerships, interventions, data collection and measurement frameworks for the programme.
- Design and develop processes that will provide clarity around accountability for programme targets and key areas of activity.
- Oversee relationships with local partners, ensuring the right relationships are in place and managed to the highest levels of care.
- Oversee the monitoring of performance at a local level, ensuring that the programme is performing as expected and drive mid-stream adjustment where required.
- Help shape the culture, infrastructure and systems of local programme partners to inform the iterative development of the programme, including supporting the local governance infrastructure for the project.
- Facilitate the sharing of best practice and learning across the local partners in your area.
Build partnerships & manage relationships
- With support from internal colleagues, build local level partnerships with best practice deliverers, influencers, schools, and commissioners in your area, ensuring that these relationships are managed to a high level and reflect Right to Succeed’s values
- Ensure that memorandums of understanding and contracts with all local partners on the Project set clear expectations regarding deliverables and the way the partnership is represented publicly.
- Ensure that robust processes and procedures are in place for managing all partnerships effectively, particularly in reference to new local partners.
Communication and representation
- Work with internal colleagues and regional contacts to build awareness of our work, supporting the development of messaging and materials.
- Act as an ambassador for Right to Succeed and the Place Projects at a local level
- Work with the Programme Director to identify opportunities whereby key thematic learning can be shared at both a local and national level
Support the wider team to
- Identify partnerships and opportunities that could open the door to further funding for the programme and for individual delivery partners in this area, as we start to move towards developing Central Great Yarmouth as a “resilient community”, beyond the backbone support of Right To Succeed.
- Understand the opportunities to replicate and scale the programme and ensure that the processes and procedures behind the programme support this.
- Ensure learning from both external research and operational practice is systematically reported back in order to improve future programme design.
- Develop more robust feedback and reporting mechanisms to funders and trustees.
- Identify the CPD requirements, tools and resources required to enable high-quality delivery of our projects and provide support in their design and delivery where required.
- Work more collectively with other areas of the organisation, through the early identification and communication of potential opportunities for collaboration.
