Robert Half is partnering with a global consulting firm to appoint an experienced Programme Test Manager to support a major transformation programme within the insurance and reinsurance sector. This is a senior leadership role responsible for defining and delivering the overall test strategy across a complex business and technology change programme, ensuring high levels of quality, control and delivery assurance across multiple workstreams, systems and third-party providers.
Key Responsibilities
- Own and drive the programme-wide testing strategy covering business processes, technology platforms, data, integrations and operational readiness.
- Coordinate testing activities across internal technology teams, third-party suppliers and external partners.
- Oversee system integration testing, end-to-end testing and UAT across multiple workstreams and business functions.
- Define and govern quality gates, test completion criteria, release readiness and go/no-go recommendations.
- Provide independent challenge and quality assurance across delivery teams, suppliers and stakeholders.
- Lead SIT, UAT, regression, performance and non-functional testing activities.
- Manage programme risks, defects, dependencies and quality metrics, providing clear reporting to senior stakeholders.
- Establish robust test governance, controls and MI reporting frameworks.
- Integrate and manage offshore testing teams as part of the wider programme test strategy.
- Oversee test environment, tooling and data readiness across the programme lifecycle.

Required Experience
- Must have prior Insurance experience, with Reinsurance experience highly desirable. Unfortunately, candidates without Insurance sector experience cannot be considered for this role.
- Proven Programme Test Management experience within large-scale Insurance/Reinsurance change programmes.
- Experience owning and delivering programme-level test strategy across multiple projects, systems and business workstreams.
- Experience leading complex testing across multiple systems, integrations, enterprise applications and data platforms.
- Experience managing third-party suppliers and offshore testing teams, including India-based delivery teams.
- Strong background in test governance, quality assurance, reporting, metrics and risk management.
- Excellent stakeholder management and executive communication skills.
- Experience working across Agile, Waterfall and hybrid delivery environments.

Desirable Experience
- Reinsurance, Retirement, Life & Pensions or broader Financial Services product experience.
- API, integration and performance testing.
- Underwriting, actuarial, finance/accounting or policy administration systems.
- Data warehousing, analytics and data governance environments.
- Jira, Zephyr Enterprise, TestComplete, LoadNinja and Postman Enterprise.
- Test automation and CI/CD practices.
- ISTQB Test Manager, PRINCE2, MSP or PMP certifications.
Additional Information
- Will be required to complete financial and criminal background screening, along with providing references covering the previous 5 years.
- The client is looking to move quickly, with an anticipated interview-to-offer process of approximately 1-2 weeks. The Test Manager should therefore be able to commit fully to the recruitment and onboarding process to ensure timelines can be met.
