The Project Controls Analyst
The Project Controls Analyst supports the consistent application of project controls across QLE programmes. The role maintains programme plans, risk and issue records, cost information, governance records and performance reports using established methods and standards. Working with colleagues in the Programme Management Office and across the business, the role checks information quality, identifies trends and exceptions, and escalates matters requiring management attention. The role also supports the continuous improvement of project controls tools, procedures and records. Occasional UK-wide travel may be required. Hybrid work arrangement.
Key Responsibilities
- Some experience of applying project controls or PMO processes in a complex programme or project environment.
- Experience of maintaining plans, budgets, risk and issue information, governance records and auditable project documentation.
- Experience of compiling reports, checking data quality and highlighting variances, trends or exceptions.
- Experience of working with cross-functional teams and external delivery partners; experience in a regulated or nuclear environment is desirable.
- Working knowledge of commercial and financial information relevant to project delivery.
Technical & Professional Qualifications
Essential
- Relevant degree, NVQ Level 6 qualification, or equivalent demonstrable professional experience.
Desirable
- Project, programme or project controls qualification or certification, such as PRINCE2, APM, MSP, AACE or PMI.
Membership of a relevant professional body.
Reporting to the Head of Programme Management, the Project Controls Analyst applies established project controls processes to support planning, scheduling, cost tracking, risk management, governance and reporting for QLE programmes in the UK.
- Maintain programme and project plans, including resource information, responsibilities, dependencies, critical paths and progress updates, using agreed planning methods.
- Maintain project controls records, including risk and issue registers, change records, initiation documents, actions, decisions and the Master Document Register, ensuring information is complete, current and traceable.
- Compile accurate and timely performance reports covering schedule, cost, risk, change and delivery status; identify trends, exceptions and data-quality issues and escalate them to the Head of Programme Management.
- Support budget monitoring and forecasting by collecting, validating and reconciling project cost information with the Head of Programme Management and Finance.
- Support risk reviews, stage-gate reviews and governance activities by coordinating inputs, checking that required evidence is available and tracking follow-up actions to completion.
- Apply agreed project controls procedures and standards consistently, and contribute practical improvements to templates, process maps, reporting tools and information-management practices.
- Liaise with internal teams, delivery partners, clients and suppliers to obtain project information, clarify requirements and support consistent reporting.
- Maintain records relating to pre-start and delivery documentation, including non-disclosure agreements, heads of terms, purchase orders and evidence of delivery, in accordance with agreed information-management requirements.
- Support compliance with relevant standards, procedures and nuclear safety, security and export-control requirements by maintaining clear, accurate and auditable records.

Knowledge, Skills, and Competencies
- Working knowledge of project controls principles, including planning, risk, cost, change, governance and performance reporting.
- Ability to interpret project information, recognise trends or inconsistencies and select appropriate actions within established processes.
- Clear written and verbal communication skills, with the confidence to obtain information and constructively challenge data quality.
- Strong organisation and attention to detail, with the ability to maintain accurate, auditable records and manage competing deadlines.
- Collaborative approach and sound judgement, with the ability to work independently within agreed priorities and escalate complex or unclear matters.
