Base salary: £50,119 to £58,963 pa (depending on skills and experience)

About the Role
The Project Controls Manager will develop and manage the project baseline across scope, time, cost, risk, and quality for a designated HS2 development/delivery area. Key responsibilities include:
- Change Control Governance: Administer Hybrid Bill Programme change control; conduct quality assurance checks on change requests, ensuringAlignment with scope, budget, and schedule revisions while documenting stakeholder consultation.
- Quality Assurance: Monitor and report on quality and accuracy of submitted change proposals to milestone stakeholders, providing feedback to functional teams.
- Baseline Management: Ensure all approved changes are effectively integrated into schedules, cost models, and Work Breakdown Structure (WBS) revisions.
- Report Production: Assist in the preparation of monthly performance reports for programme changes, supporting stakeholder decision-making and financial authorisations.
- Governance & Coordination: Champion HS2’s change management process (including internal training and system improvements) for Rail Development's Change Control Toolset (CCT).
- Stakeholder Engagement: Collaborate with Hybrid Bill petition managers and wider stakeholders to anticipate and address pending programme changes.
- Secretariat Duties: Serve as secretariat for the Integration & Change Forum (ICF), managing agendas, minutes, action tracking, and managing deadlines.

About You
Skills
- Prioritization, risk analysis and decision strategy development
- Influencing & negotiation without conflict
- Effective interpersonal communication at executive and cross-functional levels
- Facilitation of stakeholder workshops in solving critical operational problems
- Data-driven analysis and articulate reporting tailored to varied audiences
Knowledge
- Core Project Controls disciplines: Schedule Management, Cost Management, Change & Risk Management
- Ability to develop, aligning, and maintaining project baselines
- Familiarity with cost delivery and carrier schedules in Project & Commercial Management

Experience
- Prior recruits in Project Controls (or similar disciplines) across a variety of the following:
- Schedule & risk maintenance
- Proficiency in controls systems (e.g., Primavera P6, Prism, CEMAR)
- Facilitation of performance reviews with stakeholders
- Secular oversight Governance or decision-making committees (PMOs, change boards, etc.)
