You'll report to the Phase 2 Head of Project Controls, managing all change control activities for the Hybrid Bill programme. The role handles high volumes of change requests, often at short notice, to support the parliamentary phases of a new rail infrastructure project in the North of England, part of the Northern Powerhouse.

Responsibilities

  • Change Control & Assurance: Quality assure all change requests to the Hybrid Bill programme. Review proposals for scope, budget, schedule and risk impact. Ensure correct attribution and incorporation into schedules, cost models and the Work Breakdown Structure.
  • Governance & Reporting: Manage the Integration & Change Forum (agendas, minutes, action tracking). Prepare monthly performance reports on programme changes for stakeholder decision-making. Monitor the quality of change proposals submitted and provide guidance to functional teams.
  • Process & Systems Management: Champion compliance with HS2's change management process. Manage and improve the Phase 2 Change Control Toolset (CCT). Gather user feedback and incorporate lessons learned into process improvements.
  • Stakeholder Management: Engage with Hybrid Bill petition managers and functional stakeholders to maintain forward visibility of impending changes. Advise and guide on process and system usage.
  • People Leadership: Provide line management, performance management and objective-setting support to direct reports.

What We're Looking For

Experience

  • Project controls on projects or programmes
  • One or more core project controls functions: baseline maintenance, schedule management, cost performance, change management, risk management, performance reporting
  • Managing and/or influencing governance forums with delegated decision-making powers
  • Project controls systems (Primavera P6, Prism, CEMAR, or similar)
  • Facilitation and administration of project performance reviews with stakeholders
