Job Description
Do you enjoy bringing clarity, pace and structure to complex programmes? Join PA’s Delivery team and help government and public sector organisations turn ambitious plans into outcomes that make a lasting difference for citizens, communities and the people who deliver essential services.
We currently have roles at Consultant Analyst grade (typically for individuals with 2-3 years of relevant experience), Consultant grade (typically 3-5 years of experience), and Senior Consultant grade (typically 5-7+ years of experience).
Our Delivery team is PA’s centre of excellence for project, programme and portfolio delivery. In Northern Ireland and Ireland, we work across central and local government, health, justice, education, defence and other public services. You will join blended PA and client teams, combining delivery disciplines with sector insight, analytical thinking and practical problem-solving.
Essentially, we are looking for delivery professionals, with varying levels of experience, who can bring structure, pace and practical problem-solving to complex public sector programmes. These are varied roles, offering the opportunity to work across a range of public service domains as client needs evolve.
Location
Belfast. We work in a hybrid way and typically spend a minimum of two days each week in the PA office or on client site. The pattern will vary by assignment and may include more frequent client-site working and travel across Northern Ireland and the Republic of Ireland.

Key Responsibilities
- Plan, support and/or coordinate complex projects, programmes or workstreams from mobilisation through to delivery.
- Translate strategic priorities into clear plans, milestones, governance, dependencies and measurable outcomes.
- Establish or strengthen programme management offices, reporting, assurance and decision-making.
- Identify and manage risks, issues and dependencies, helping teams solve problems and maintain momentum.
- Facilitate workshops and produce concise, evidence-based materials for senior stakeholders.
- Build trusted relationships across policy, operational, digital, commercial and corporate teams.
- Use delivery data and insight to improve performance, benefits realisation and accountability.
- Contribute to proposals, thought leadership and the continued growth of PA’s Northern Ireland and Ireland Government & Public Sector team.
You may be involved in:
- Supporting the Education sector redefine and optimise their shared services offering to customers, using digital technology to replace manual, paper processing.
- Designing and delivering a new national operating model within the police and justice sector to improve service delivery for citizens and victims of crime.
- Supporting health and social care organisations to deliver operational and financial improvement, including service design, workforce and corporate-services transformation.
- Building delivery capability and governance for complex, multi-organisation programmes.
Qualifications
What we're looking for:
- Experience delivering projects, programmes or significant workstreams in a consulting, public service or similarly complex environment.
- Working knowledge of project and programme delivery approaches, tools and common delivery challenges.
- A track record of turning plans into tangible outcomes and benefits.
- Strong planning, analysis, communication and stakeholder-management skills.
- The confidence to work across organisational levels and contribute effectively in diverse teams.
- An adaptable, hands-on approach and willingness to work across different public service markets.
Experience of Northern Ireland or Republic of Ireland government, public bodies or health and social care organisations would be advantageous. Relevant project, programme, Agile or change qualifications are welcome but are not essential.
