Transpennine Route Upgrade
The Transpennine Route Upgrade (TRU) is a £10.7 billion Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 11 level crossings.
Proposed improvements as will deliver a hard-working, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times.

Role: Project Delivery Engineering Manager
Salary: £71,163 & £84,437
Location: Leeds
Contract Type: 12-month Fixed Term Contract opportunity, with the potential to be extended or become permanent.
Office Requirement: Hybrid. Minimum 3 days per week working from the office in Leeds
About The Role
To direct and lead on all engineering activities within a major multifunctional project. To manage the delivery of engineering products within the design and construction phase of that project providing assurance that it complies with the requirements of the PACE, relevant standard and regulatory obligations are ultimately capable of acceptance back onto the network safely and on time.
The role sits within the TRU Central delivery directorate team reporting to the Programme Engineering Manager (PEM), working as part of our Renewals and Enhancements team, on a diverse portfolio of projects within TRU Central.
The role will act as the Designated Project Engineer (DPE) for the Holbeck Depot Enhancement Project based in Leeds, that is heavily Track and Civil Engineering focussed and will also support a number of other Designated Project Engineers (also based in Leeds) working within a portfolio that contains a number of TRU Central projects that are both in delivery and development.
Some Of The Key Accountabilities Of This Role Are
- Develop and manage processes to deliver, monitor and review the multi-functional engineering outputs to support the project schedule, budget, safety, environmental and quality requirements.
- Monitor compliance with legislation, Railway Group and Network Rail Company standards and establish remedial action if any non-compliance is identified.
- Implement an engineering competence management process, applied to both internal and contractor's design and construction personnel of engineering disciplines, so that only suitably qualified and experienced staff are utilised to control the engineering aspects of the project.
- Manage the introduction of new or amended system architectures including the attainment all necessary approvals prior to Entry Into Service.
- Manage all design and construction activities to deliver an integrated system architecture able to achieve whole life reliability, maintainability, operability and cost effectiveness targets.
- Advise project management on the progress and compliance status of all engineering design, construction, testing and commissioning activities.
- Develop and manage a project engineering assurance regime system that monitors design and construction activities to confirm whether safety, environmental and quality of design, construction testing and commissioning and management systems is adequate.
- Undertake the role of Designated Project Engineer as defined by NR/L2/INI/02009 'Engineering Management For Projects'.

We Need You To Have
- Chartered Engineer
- University degree in a relevant engineering discipline
- Membership of an appropriate Professional Institution (ICE, IMechE, IET)
- Relevant experience of major multifunctional projects in the rail industry including project procedures / standards, system architectures and equipment
It Would Be Advantageous
- Experience of risk assessment and risk management techniques
- Experience of engineering assurance activities
- Demonstrable experience of actively building internal and external network to support delivery.
- Demonstrable experience of coaching and addressing team and individual capability requirements.
- Demonstrable ability to clearly explain change initiatives and provide constructive challenge driving continuous improvement.
- Demonstrable experience of promoting physical and mental well-being and safety of colleagues and of proactively identifying and acting on key business and/ or safety risks.
- Demonstrable experience of managing interrelated and complex issues across business processes and teams.

Your Experience And Skills
We are looking for an individual who is both supportive and challenging and who wants to work as part of a collaborative team.
Key Qualities
- Demonstrably experienced and with a proven Engineering leadership and management capabilities having held a Designated Project Engineer (DPE) or Contractors Engineering Manager (CEM) background in project delivery for multidiscipline railway engineering projects.
- Experience in delivering both Track and Civil Engineering railway projects.
- Keen and enthusiastic, with demonstrable of working with and constructively challenging and collaborating with the supply chain.
- Demonstrable experience in applying the principles of the Common Safety Method for Risk Evaluation and Assessment (CSM-RA), including the review and acceptance of CSM documentation and attendance at the System Review Panel (SRP) to achieve endorsement to Enter Into Service (EiS) for the Project.
- Hold relevant experience of railway project delivery and project commissioning, including a detailed working knowledge and experience of the assessment and application of Systems Integration for Delivery (SI4D) themes and the associated deliverables produced as part of the process.
- Have held line management responsibilities and capable of guiding and supporting a team of Network Rail and supplier engineering staff.
- Hold or have held an Authority To Work (ATW) for the DPE01 or CEM01 competencies as defined in Network Rail standard "NR/L2/RSE/02009/01 - Assessment for Project Engineering Roles".
