Following a restructure, we're currently looking to recruit an experienced Development Manager to join our projects team in the Humber region. You should have prior experience of developing infrastructure or heavy industry engineering projects from RIBA Stage 0 through to Stage 3. You'll be working very closely with our Property and Commercial teams to understand EBITDA Capital project requirements linked to current and future customers. The projects will range from Civil Engineering and Operational Infrastructure through to Buildings, Utilities, Refurbishment and Office Fit-Out, and the projects will typically be valued from £100k to £20m.

Accountabilities
Project Development and Pipeline Management
- Work with Project Sponsors, Asset Management, Engineering, Operations, Commercial and Property teams to identify, define and prioritise emerging Humber project requirements across the Capital Maintenance and EBITDA programmes.
- Lead the development of projects from initial concept through Strategic Definition and Feasibility, ensuring clear scope, objectives, requirements, options, cost, programme, risk and benefits are established.
- Coordinate technical, operational, commercial, financial, procurement, safety and environmental inputs to develop robust and deliverable project solutions and business cases.
- Develop project briefs, feasibility outputs, budgets, programmes, risk registers and execution strategies to support governance, approvals and transition into project delivery.
- Proactively manage project stakeholders, establishing clear communication routes, understanding competing requirements, resolving issues and maintaining alignment between sponsors, port operations, customers and delivery teams.
- Identify and coordinate the internal and external resources required to develop projects, including consultants, designers, surveyors and other specialist support.
- Ensure project development considers constructability, operational interfaces, CDM requirements, statutory approvals, procurement strategy, whole-life value and safe delivery within a live port environment.
- Maintain accurate development pipeline information and provide timely reporting on project status, cost, programme, risks, decisions and actions.

Project Management Best Practice
- Support the consistent application of ABP project lifecycle, governance and project management standards across the Humber Projects portfolio, contributing to lessons learned and continuous improvement.
- Work collaboratively with Project Managers to achieve an effective handover from development into delivery, ensuring the approved baseline and stakeholder requirements are clearly understood.
Skills & Experience
- Experience of developing capital projects, ideally within the £100k to £20m range, from initial requirement through feasibility and readiness for delivery.
- Experience working across multi-disciplinary project environments, with the ability to coordinate engineering, operational, commercial and support functions.
- Good understanding of project development principles including scope definition, option appraisal, cost planning, programming, risk management and project governance.
- Strong stakeholder management and communication skills, with the ability to build effective working relationships, understand different functional drivers and positively influence project outcomes.
- Hands-on and organised approach with a focus on critical deliverables, practical problem solving and delivering project value.
- Ability to positively challenge assumptions, identify gaps and drive clarity in project requirements and decision making.
- Ability to operate effectively within a lean client-side model and coordinate consultants, contractors and specialist suppliers.
- Commitment to safety and an appreciation of CDM, environmental, statutory and operational requirements associated with project development.
