Role summary
Energetik is seeking an experienced and commercially astute Project Director to lead the development and delivery of major district heating and energy infrastructure projects across London. The role is responsible for the successful delivery of capital projects from business case through design, procurement, construction, commissioning and handover.
Purpose of the role
The Project Director will provide strategic leadership across complex programmes involving underground heat network pipework, energy centres, customer connections, utility diversions and associated civil engineering works. The successful candidate will combine project delivery expertise, commercial and financial management capability, and extensive knowledge of JCT and NEC contracts with a detailed understanding of buried utility infrastructure and district heating networks.
Key responsibilities
Programme and project leadership
- Lead the delivery of major district heating infrastructure projects and programmes.
- Develop and implement project execution strategies, ensure work is delivered safely, on schedule, within budget and to agreed quality standards, and establish robust governance, reporting, risk management and assurance processes.
- Lead multidisciplinary internal and external teams throughout all phases of delivery.
Commercial and financial management
- Take full accountability for project financial performance and reporting.
- Develop and manage budgets, forecasts, cash flows, expenditure, contingency and risk allowances.
- Lead investment appraisals, business cases and project approvals, monitor cost and programme performance, identify value engineering opportunities and provide financial analysis and recommendations to the Executive Team and Board.
Contract management: JCT and NEC
- Lead the administration and management of construction and consultancy contracts and act as Energetik's senior representative in contractual matters.
- Manage contractual risk, claims, variations, compensation events, extensions of time and dispute resolution.
- Advise on contract strategy and procurement routes, oversee NEC4 Engineering and Construction Contract, NEC Professional Services Contract and relevant JCT contracts, and maintain robust change control and commercial management.

District heating and infrastructure delivery
- Direct delivery of pre-insulated buried pipework networks, energy centres, heat substations, customer connections, utility diversions, highway works and public realm works.
- Oversee trench excavation and support, pipe installation and welding, testing and commissioning, highway reinstatement and underground utility coordination, ensuring compliance with legislation, industry standards and good practice.
Stakeholder and relationship management
- Build and maintain effective relationships with local authorities, developers, utility companies, contractors, consultants, customers and community stakeholders.
- Represent Energetik at Board, shareholder and external stakeholder meetings and lead negotiations relating to project delivery, land rights, easements and infrastructure agreements.
Health, safety and compliance
- Champion a strong safety culture and provide visible leadership in health, safety and environmental performance.
- Ensure compliance with the CDM Regulations, the Health and Safety at Work Act, environmental legislation and relevant utility and highway requirements.
Leadership and people management
- Lead, mentor and develop project delivery teams.
- Create a high-performance culture focused on accountability and continuous improvement, and support succession planning and capability development across the business.
Person specification
The successful candidate will be an experienced infrastructure leader with strong strategic, commercial and financial judgement. They will be credible with senior stakeholders, able to give clear direction in complex delivery environments and capable of balancing programme, contractual, operational and organisational priorities.

Essential experience
- At least 10 years' experience delivering or operating major infrastructure, utility, energy, civil engineering or district heating projects
- Proven track record of delivering capital projects valued above £10 million
- Extensive experience of underground utility and pipework construction projects
- Experience delivering projects in urban and highly constrained environments
- Strong financial management and business case development experience
- Demonstrable experience leading multidisciplinary project teams and external contractors
- Experience reporting to Boards, executive teams and senior stakeholders
Essential knowledge and skills
- Extensive knowledge of NEC4 and JCT contracts, including contract administration, change management, compensation events, claims, dispute avoidance and dispute resolution
- Strong understanding of commercial management principles and procurement strategies
- Detailed knowledge of district heating, heat network infrastructure and underground utility construction
- Strong financial modelling, investment appraisal, budgeting and forecasting skills
- Excellent stakeholder management, negotiation, risk management and project controls capability
Qualifications
Essential
- Degree in engineering, construction management, quantity surveying, project management or a related discipline
- Professional project management qualification such as APM, PMP, PRINCE2 or equivalent
Desirable
- Chartered Engineer, MRICS, MCIOB, MAPM or equivalent professional membership
- NEC4 accreditation
- NEBOSH Construction Certificate or equivalent
