What you need to know
- Hours: 35 per week.
- Contract type: Fixed Term until 31 December 2028
- Location: Hybrid. You will spend part of your week at home, and part of your week in one of our offices.
What you’ll do
As Project Management and Governance Manager – UEFA EURO 2028, you’ll join Glasgow Life’s Events team on a full-time, fixed-term basis until December 2028. You’ll lead the establishment and delivery of the project delivery plan, risk register and governance reporting needed to support Glasgow’s Host City responsibilities for UEFA EURO 2028, as part of the wider events governance and portfolio.
Key responsibilities include:
- Lead the establishment and successful delivery of all aspects of the event project plan, ensuring integration with the event budget, strategic plans and contractual obligations.
- Implement and manage change control processes throughout the lifecycle of the project.
- Work closely with the Senior Event Lead (Projects) and functional area leads to establish a fully integrated project plan that delivers agreed outcomes for Glasgow Life, Glasgow City Council, partners and stakeholders.
- Support the establishment of Functional Area Project Delivery Plans and monitor progress against agreed KPIs and objectives.
- Establish appropriate team forums and produce reports for governance working groups, committees and Boards.
- Lead the project’s risk management approach and establish the organisational Risk Register, including strategic and operational risks.
- Work in partnership with risk owners to ensure the Risk Register is regularly updated and accurately captures identified risks.
- Support risk owners to identify emerging risks, manage the issue log and progress actions towards resolution.
- Lead the establishment and management of critical path activity, interdependencies, milestones and associated change control processes and procedures.
- Work with the Senior Event Lead (Projects) and functional area leads to prepare regular reports and information for Glasgow Life’s strategic and operational groups and the event.
- Coordinate project reporting and support participation in audits as required.
- Work with colleagues and partners to facilitate event evaluation and reporting requirements, including post-event knowledge share.

We’re looking for:
- Experience of programme or project management within a complex, multi-partner environment, ideally in major events, sport, culture, public services or visitor-economy programmes.
- Strong understanding of PMO and governance disciplines, including programme planning, reporting, risk and issue management, dependency tracking and decision control.
- Relevant professional qualifications in event or business management, and ideally a recognised project management qualification such as PRINCE2.
- Experience of working in public sector environments.
- Excellent people and communication skills, with the ability to work in partnership with multiple stakeholders, understand expectations and deliver against agreed service levels.
- Ability to assimilate large volumes of information and organise it into a clear, accurate and communicable format.
- Strong project management skills, including experience of using project management tools and software to track milestones, actions, risks and progress across multiple workstreams.
- Accuracy and attention to detail, with experience of writing operational plans
