Senior PMO Lead / Programme Management Office Manager

Role Overview
We are seeking a highly experienced and mature PMO Lead to support strategic transformation initiatives across business and technology portfolios. The successful candidate will serve as the trusted governance partner to Programme Directors, Delivery Leads, Business Sponsors, and Executive Stakeholders, ensuring effective planning, financial management, risk governance, regulatory compliance, and delivery assurance.
The role requires a seasoned professional with strong executive presence, exceptional stakeholder management skills, and the ability to drive governance in a complex, highly regulated environment.
Key Responsibilities
Portfolio & Programme Governance
- Establish and maintain programme governance frameworks aligned with HSBC standards.
- Drive governance forums, Steering Committees, Executive Reviews, and Portfolio Boards.
- Ensure adherence to programme delivery methodologies, controls, and quality standards.
- Provide independent challenge and assurance to programme teams regarding scope, milestones, risks, dependencies, and financials.
- Produce executive-level dashboards and reports for senior management.
Planning & Delivery Oversight
- Maintain integrated programme plans across multiple workstreams.
- Track milestones, critical dependencies, programme health, and delivery commitments.
- Identify delivery risks and proactively drive mitigation actions.
- Monitor programme performance against agreed KPIs and success measures.
- Support recovery planning for programmes experiencing schedule or delivery challenges.

Financial Management
- Manage programme budgets, forecasts, actuals, accruals, and benefits tracking.
- Ensure financial governance aligns with HSBC investment management processes.
- Monitor budget utilisation and highlight financial risks and variances.
- Support business case development and funding approvals.
Risk, Issue & Dependency Management
- Own and facilitate RAID governance.
- Drive timely escalation and resolution of critical issues.
- Ensure inter-programme and cross-functional dependencies are actively managed.
- Maintain transparency and robust reporting on programme health.
Regulatory & Compliance Governance
- Ensure programme activities comply with HSBC internal policies and regulatory obligations.
- Support audit reviews and regulatory inspections.
- Track closure of audit actions and compliance commitments.
- Monitor control effectiveness and governance adherence.
Executive Reporting & Communications
- Create concise and insightful executive reporting packs.
- Prepare materials for senior leadership forums and SteerCos.
- Communicate programme status, risks, achievements, and decisions clearly to stakeholders.
- Facilitate decision-making through accurate and timely management information.

Resource & Capacity Management
- Support workforce planning and resource forecasting.
- Monitor resource utilisation across programmes.
- Identify capacity constraints and recommend optimisation strategies.
- Coordinate onboarding and mobilisation activities when required.
Continuous Improvement
- Drive PMO maturity and governance best practices.
- Standardise reporting, planning, budgeting, and programme controls.
- Promote automation and efficiency improvements across PMO processes.
- Mentor junior PMO analysts and coordinators.
Required Experience
- Deep experience in PMO, Programme Management, Portfolio Governance, or Delivery Assurance.
- Extensive experience within Banking and Financial Services organisations.
- Proven experience supporting large-scale technology, regulatory, infrastructure, or transformation programmes.
- Strong knowledge of governance frameworks, programme controls, budgeting, and portfolio management.
- Experience working directly with senior executives and C-suite stakeholders.
- Demonstrated success managing complex stakeholder environments.
