Role: PMO Lead

The Role
We are looking for an experienced PMO Lead to join a growing utilities business and take ownership of programme governance, reporting, financial tracking, and project controls across a portfolio of complex projects.
This is a hands-on PMO leadership position, working closely with senior stakeholders, Project Managers, and wider delivery teams to provide clear visibility of programme performance, risks, resources, and financial position.
The successful candidate will have previous experience working within the utilities sector and a strong understanding of project and programme governance. Experience across budgets, financial reporting, project tracking, and portfolio-level MI will be highly valued.
Key Responsibilities
- Lead and maintain robust PMO governance frameworks across a portfolio of projects and programmes.
- Establish and maintain consistent project controls, processes, reporting standards, and governance routines.
- Manage RAID logs, ensuring risks, assumptions, issues, and dependencies are identified, monitored, and escalated appropriately.
- Produce high-quality MI, KPI, and programme reporting for senior management and governance forums.
- Prepare programme and project packs, including RAG reporting, milestones, financial performance, risks, dependencies, and actions.
- Track project budgets, forecasts, expenditure, and financial performance, highlighting variances and potential risks.
- Maintain accurate project trackers, plans, milestones, and delivery information across multiple workstreams.
- Support resource and capacity planning across the programme portfolio.
- Coordinate governance meetings, ensuring actions and decisions are captured and followed through to completion.
- Work closely with Project Managers to ensure projects are operating within agreed governance, financial, and reporting frameworks.
- Monitor programme performance and provide data-driven insight to support senior-level decision-making.
- Identify opportunities to improve PMO processes, controls, and reporting.
- Support procurement, supplier management, purchase orders, and commercial tracking where required.
- Build strong relationships with senior stakeholders and delivery teams across the business.
- Provide challenge and assurance to Project Managers where projects are off-track or outside agreed tolerances.

About You
We are looking for someone with a strong PMO background who can operate confidently in a complex, fast-paced utilities environment.
Essential
- Previous experience working within the utilities sector is essential.
- Proven experience in a PMO, Programme Office, or Portfolio Office position.
- Strong understanding of project and programme governance.
- Experience managing RAID, project tracking, reporting, and governance processes.
- Strong financial awareness, including experience with budgets, forecasting, expenditure, or financial tracking.
- Experience producing MI, KPI, and management reporting for senior stakeholders.
- Excellent organisational skills with the ability to manage multiple projects/workstreams simultaneously.
- Strong stakeholder management and communication skills.
- Ability to challenge, influence, and provide assurance to Project Managers and senior stakeholders.
- Strong Excel and Microsoft Office skills.

Desirable
- Experience within energy, electricity networks, infrastructure, or regulated utilities.
- Experience supporting large-scale transformation or capital programmes.
- Experience with Power BI, Jira, Azure DevOps, MS Project, or similar project management tools.
- Experience with procurement, suppliers, POs, or commercial project controls.
- PRINCE2, P3O, Agile, Scrum, or similar project/programme qualifications.
What You'll Bring
You'll be someone who can bring structure, visibility, and control to a busy project environment. You'll be comfortable working at both strategic and operational levels - from maintaining detailed project trackers and financial information through to presenting clear programme-level insight to senior leadership.
