Role: Project Management Officer (SC Cleared)

Start Date: ASAP

Contract Length: 12 Months (extensions likely)

Work Location: Hybrid (2 office days per week, between London & Sheffield offices)

Clearance Required To Apply: Unelapsed SC clearance

IR35 Status: Inside IR35

We are supporting a long-standing public sector client in securing a strong PMO with project support experience to support a complex engineering strategy transformation programme.

This role sits within a large-scale technical transformation environment, supporting delivery governance across multiple portfolios and workstreams involving engineering teams. The successful candidate will have a large capability, helping to drive governance control, assurance, escalation management, dependency coordination, RAID oversight, financial tracking, and delivery reporting across a complex programme environment.

The client requires someone confident operating independently, challenging delivery information, supporting control processes, and producing clear, decision-grade reporting for senior stakeholders.


Responsibilities:

  • Support governance, control, and assurance activity across a complex engineering transformation programme
  • Maintain and improve programme reporting, ensuring delivery data is accurate, consistent, and decision-ready
  • Support RAID management, including risk and issue tracking, escalation, dependency coordination, and re-baselining activity
  • Work closely with engineering teams, technical IT teams, developers, and delivery stakeholders to gather updates and track progress
  • Support portfolio and workstream-level planning, tracking, reporting, and delivery governance
  • Assist with project control boards, governance forums, assurance reviews, and quality review meetings
  • Support financial tracking, forecasting, variance analysis, and public-sector financial governance processes
  • Help monitor delivery performance and recommend corrective actions where performance is off-track
  • Maintain project artefacts, logs, reports, governance packs, and audit-ready documentation
  • Support the use of PMO / PSO tooling, including reporting tools, planning systems, and project management platforms
  • Provide proactive PMO support across change control, dependency tracking, governance reviews, and senior reporting
  • Contribute to the continuous improvement of PMO standards, reporting processes, and delivery controls

Essential Skills:

  • Strong PMO / PSO experience within complex IT transformation or engineering-led delivery environments
  • Experience supporting governance, assurance, reporting, and control processes across multiple workstreams or portfolios
  • Strong RAID management experience, including escalation tracking, issue management, dependency coordination, and re-baselining support
  • Experience working closely with engineering, technical IT, DevOps, or developer teams
  • Strong reporting capability, including extracting data, validating updates, and producing management reports
  • Good understanding of delivery governance, project controls, and assurance in a public sector or regulated environment
  • Experience supporting financial tracking, forecasting, budget reporting, or variance management
  • Confident stakeholder management skills across delivery, technical, and senior stakeholder groups
  • Ability to challenge delivery information and support outcome/control-focused reporting, not just process administration
  • Experience using standard PMO / project management tools and governance artefacts
  • Strong attention to detail, follow-through, and ability to operate independently in a busy programme environment
  • Ability to work on-site in London regularly, initially up to 2–3 days per week where required

Desirable Skills

  • Experience within public sector, government, or security-sensitive environments
  • PRINCE2 Foundation, P3O Foundation, or equivalent PMO / project delivery certification
  • Experience working in Agile, DevOps, or engineering-led delivery environments
  • Experience using PMO / reporting tools
  • Familiarity with project control boards, assurance reviews, delivery governance, and audit reporting
  • Experience supporting large-scale engineering or technology transformation programmes
