Senior PFI Expiry & FM Transition Programme Manager

North London | Hybrid Working | 12-Month Fixed Term Contract | Circa £65,000+ | September 2026 Start

Reappraise Consulting Ltd is seeking an experienced Programme Manager to lead a complex client-side Private Finance Initiative (PFI) expiry and FM transition programme at a major North London school.

This is a unique opportunity to play a key role in one of the most significant phases of a long-term public sector contract lifecycle. Working on behalf of the client, you will coordinate preparations for the expiry of a PFI contract on 31 August 2027, ensuring that governance, reporting, stakeholder engagement, operational readiness and FM transition activities are effectively managed.

The programme involves multiple stakeholders including the school, the London Borough of Brent, the PFI Special Purpose Vehicle (SPV), the SPV's Managing Services Company and the facilities management provider delivering services under the contractual arrangements.

This role would suit an individual with experience in PFI contract expiry, FM transformation, major contract transition, estates programmes or complex public sector projects.

The Opportunity

You will join the client-side team supporting the transition from a long-standing PFI arrangement. The programme requires robust project governance, strong stakeholder management and high-quality reporting across multiple workstreams.

The successful candidate will help ensure that client interests are protected throughout the final stages of the contract and that all parties remain aligned to programme objectives, risks, milestones and transition requirements.

Key Responsibilities

  • Lead and maintain the overall PFI expiry and transition programme.
  • Develop and manage programme controls, plans and delivery milestones.
  • Maintain RAID logs, risk registers, issue logs and action trackers.
  • Produce concise, evidence-based reports for senior stakeholders and governance groups.
  • Coordinate programme activities across the school, London Borough of Brent and adviser teams.
  • Manage stakeholder engagement with the SPV, Managing Services Company and FM provider.
  • Lead project meetings, workshops and governance forums.
  • Issue meeting minutes and ensure actions are tracked through to completion.
  • Support FM demobilisation, transition planning and readiness activities.
  • Monitor project risks, dependencies and contractual obligations.
  • Ensure decision-making is supported by accurate programme data and reporting.
  • Provide clear visibility of progress, challenges and emerging risks to the client team.

About You

Essential:

  • Proven track record delivering complex projects or programmes.
  • Excellent programme governance, reporting and organisational skills.
  • Strong stakeholder management experience across multiple organisations.
  • Exceptional verbal and written communication skills.
  • Ability to work independently while managing multiple workstreams and priorities.
  • Experience maintaining project controls, RAID logs, risk registers and governance reporting.

Desirable:

  • Experience of PFI contract expiry, PFI handback or PPP transition projects.
  • Experience of facilities management, estates, infrastructure or public sector programmes.
  • Familiarity with contract management and operational transition activities.
  • PRINCE2, MSP, APM or equivalent project management qualification.
  • Experience working with schools, local authorities or wider public sector organisations.
