Project Manager - Business Systems Implementation - Dundee / Hybrid - Outside IR35 - £400 per day - 3-Month Contract
We're looking for an accomplished Project Manager to lead the delivery of a significant business systems implementation within a public sector environment. This is a hands-on delivery role requiring strong stakeholder management, structured project governance and the ability to coordinate technical, operational and change activities through deployment, cutover and into post-implementation. You'll work closely with senior leaders, operational teams, technical specialists and other stakeholders to ensure the solution is successfully implemented, adopted and embedded across the organisation.
Key Responsibilities
- Lead the end-to-end delivery of a business systems implementation through to go-live and post-implementation.
- Develop and manage project plans covering deployment, cutover, testing, readiness and implementation activities.
- Coordinate User Acceptance Testing (UAT), including defect management and resolution.
- Identify, manage and escalate risks, issues and dependencies, taking a proactive approach to mitigation.
- Work closely with senior leaders, operational teams and technical stakeholders to maintain engagement and drive delivery.
- Coordinate organisational change, user engagement and adoption activities.
- Translate technical information and system changes into clear operational impacts and business outcomes.
- Facilitate workshops, project meetings and decision-making sessions with a range of stakeholders.
- Influence stakeholders and maintain momentum across multiple work streams, including where there is no direct reporting relationship.
- Support a smooth transition into business-as-usual following implementation.

Essential Criteria
- Strong experience implementing business systems and managing go-live activities.
- Excellent stakeholder management skills, with experience engaging senior leaders and operational teams.
- Strong communication, facilitation and relationship-building skills.
- The ability to influence and drive delivery without direct authority.
- Demonstrable experience of risk and issue management, including mitigation and escalation.
- Strong programme/project planning skills, particularly across deployment, cutover and post-implementation.
- Experience coordinating UAT and defect management.
- Organisational change management experience, including user adoption and engagement planning.
- Experience delivering projects within Local Government or the wider Public Sector.
- The ability to translate technical information into operational impacts and meaningful business outcomes.

Desirable Experience
- Experience delivering digital transformation projects.
- An understanding of data migration and reporting requirements.
- Experience working with national programmes and multi-agency stakeholders.
- Knowledge of Scottish public sector governance.
- Previous Local Government experience.
