Position Overview
Mitie is seeking an experienced Project Manager to support the National Air Traffic Services (NATS) account, delivering a diverse portfolio of construction, building fabric, mechanical and electrical projects across operationally critical environments.
The role will manage projects throughout the full lifecycle, from concept development and scope definition through to procurement, construction, commissioning and handover. Projects scope may include may include a variety of disciplines including workplace refurbishments, building fabric repairs, and Mechanical & Electrical installations.
The successful candidate will have a broad construction project management background combined with a strong understanding of mechanical and electrical building services. They must be capable of managing multidisciplinary projects, coordinating specialist contractors and engaging effectively with clients and stakeholders to achieve safe, compliant and successful project delivery.
Key Responsibilities
Project Delivery
- Lead and manage projects from inception through to completion, ensuring delivery against agreed scope, programme, budget and quality requirements.
- Develop project execution plans, programmes, budgets and resource requirements.
- Ensure projects are delivered safely, efficiently and with minimal disruption to operational activities.
- Manage multiple projects simultaneously across various disciplines.
- Monitor project performance and implement corrective action where required.
Scope Development & Technical Management
- Work closely with stakeholders to develop project scopes, objectives and specifications.
- Review surveys, feasibility studies, technical drawings and design proposals.
- Assess proposed solutions to ensure practicality, compliance, value for money and alignment with client requirements.
- Support the development of engineering and construction solutions for asset replacement and estate improvement projects.
- Coordinate design activities where required and ensure appropriate stakeholder input throughout project development.
Construction, Building Fabric & M&E Delivery
- Manage a broad range of projects including building fabric repairs, roofing, cladding, internal refurbishment, fit-out etc
- Manage mechanical and electrical projects including HVAC, ventilation, electrical distribution, lighting, emergency lighting, controls, generators, UPS systems and resilience improvements.
- Coordinate multidisciplinary project teams and specialist contractors throughout the project lifecycle.
- Ensure construction and engineering works are completed in accordance with project requirements, relevant standards and approved documentation.
Contractor Management
- Procure, manage and coordinate principal contractors, subcontractors, consultants and suppliers.
- Monitor contractor performance, programme delivery and quality standards.
- Chair project meetings and maintain clear communication between all parties.
- Manage contractor interfaces to support safe and efficient delivery.
- Review contractor quotations, programmes, risk assessments and method statements.

- Promote and maintain a strong health and safety culture throughout project delivery.
- Ensure compliance with the Construction (Design and Management) Regulations 2015 and applicable health, safety and environmental requirements.
- Support client dutyholder responsibilities and ensure appropriate governance arrangements are in place.
- Review pre-construction information, construction phase plans, RAMS and permit requirements.
- Monitor project compliance through site inspections and contractor reviews.
- Ensure risks are identified, assessed and appropriately managed throughout the project lifecycle.
Commercial & Financial Management
- Working with the commercial team to support;
- Preparation and management of project budgets, forecasts and financial reporting.
- Monitor expenditure and maintain effective cost control throughout delivery.
- Manage change control processes and maintain accurate project records.
- Review quotations, valuations and final accounts.
- Support procurement activities and contractor selection.
- Maximise project value while maintaining compliance with client requirements and governance processes.
Stakeholder Management
- Build and maintain strong working relationships with NATS stakeholders, contractors and internal teams.
- Act as the primary point of contact for project-related matters.
- Provide regular progress updates, reports and project forecasts.
- Manage stakeholder expectations and maintain effective communication throughout project development and delivery.
- Support operational teams during planning, delivery and handover.
Quality, Testing & Handover
- Ensure projects meet required quality and statutory standards.
- Coordinate inspection, testing and commissioning activities where applicable.
- Ensure project documentation, certification and records are completed and maintained.
- Review O&M manuals, as-built information and handover documentation.
- Manage project closeout and lessons learned reviews.
Continuous Improvement
- Identify opportunities to improve project delivery efficiency and effectiveness.
- Share lessons learned and good practice across the wider team.
- Support the continuous improvement of project governance, compliance and assurance processes.
Essential
Qualifications & Experience
- Proven experience delivering construction, building fabric and refurbishment projects.
- Strong understanding of general construction techniques, building fabric works and contractor management.
- Experience delivering mechanical and electrical projects and coordinating specialist engineering contractors.
- Good working knowledge of building services systems, including HVAC, electrical distribution, lighting, controls and associated infrastructure.
- Experience managing projects within occupied, live or operational environments.
- Strong understanding of the Construction Design and Management (CDM) Regulations 2015 and construction health and safety requirements.
- Demonstrable experience managing project budgets, programmes, risks and commercial performance.
- Excellent stakeholder management, communication and organisational skills.
- Ability to manage multiple projects and competing priorities.

Desirable, not essential
- Degree, HNC or HND in Construction, Building Services, Mechanical Engineering, Electrical Engineering, Project Management or a related discipline.
- PRINCE2, APM, PMP or equivalent project management qualification.
- SMSTS, IOSH Managing Safely or NEBOSH qualification.
- Experience working within critical infrastructure, aviation, defence, utilities or highly regulated environments.
