Project Manager
Working: Hybrid (Twice a week from client office)
Location: Northampton, UK
Rate: Open
A dedicated PM is required to:
- establish Commercial Issuing’s end-to-end PSD3 mobilisation and governance;
- coordinate the impact assessment across Product, Fraud, Financial Crime, Operations, Technology, Legal, Compliance and Controls;
- consolidate requirements and gap analyses into an integrated delivery scope;
- distinguish activities that can be progressed ahead of final regulatory clarity from those dependent on final requirements;
- establish the delivery roadmap, implementation milestones, costs and resource plan;
- manage regulatory, technology, data, customer, operational and third-party dependencies;
- track interpretation and scope changes without losing mobilisation momentum;
- maintain the programme RAID, governance, financial forecast and executive reporting; and
- ensure Commercial Issuing has a robust and executable compliance plan once the implementation requirements are confirmed.

An SI PM is requested initially because PSD3 requires mobilisation capability ahead of full regulatory and operating-model certainty. The interim resource will allow impact assessment, planning and governance to progress without waiting for permanent recruitment or creating an avoidable delay once requirements become sufficiently stable.
The SI appointment is intended to be temporary and will be replaced by permanent capability under the temp-to-perm strategy. Permanent recruitment will be initiated once the PSD3 delivery requirement and the future operating model following the move to Enterprise Agile are sufficiently understood. Enterprise Agile may change the traditional PM role and could result in the longer-term requirement being structured as a Scrum Master, agile delivery lead or other role aligned to the future model. The SI solution therefore provides immediate regulatory mobilisation capacity while avoiding a premature permanent appointment against an uncertain future role profile.
