Overview

TfL’s Customer Directorate is looking for a highly experienced Project Manager, with experience of delivering and managing complex, large-scale projects. A collaborative team player with a proactive attitude and strong work ethic, able to support multiple workstream leads within a matrix team, helping them to deliver results through effective problem solving and proactive project management.

The Project Manager will be an active and integral member of the matrix project delivery team, taking on all the project management legwork to enable workstream leads to focus solely on delivery.

Overview Of Role

A Project Manager is required to provide successful management of a time-sensitive and high-profile rail project to time, budget and quality standards. Please note, this project sits within a wider Programme.

You will ensure delivery of this project through successful management both internal resource and delivery partners, plus third-party suppliers.

Key Accountabilities

  • Manage the delivery of a large-scale project with multiple workstreams and significant complexity, involving sophisticated stakeholder management of internal networks and external partners
  • Ensure that the project deliverables and outcomes are aligned to relevant business strategy and needs
  • Ensure delivery of the project meets the agreed objectives
  • Manage an indirect matrix project working group, including internal TfL staff, partner agencies and key stakeholders in order to ensure successful delivery of project objective and deliverables
  • Undertake detailed project planning, including working with workstream leads to extract and flesh out work packages, key activities and outputs, identifying key milestones and dependencies, highlighting and mitigating risks, managing cost controls etc
  • Establish and maintain PPM tools (e.g. project plan, risk and issues registers, decision log) to facilitate monitoring and ensure delivery is on track. You will be expected to shadow all workstream leads to proactively identify and anticipate tasks, activities, timelines, and keep all project control tools updated self-sufficiently
  • Act as the link into the wider Programme and TfL PMO, providing updates and reporting on the project, as required
  • Act as the project’s link with other working groups, to ensure dependencies are captured and on track, and delivery sequencing is managed effectively
  • Establish and manage an effective governance function within the project, keeping a forward schedule of forums/meetings and ensuring material is produced on time
  • Establish and maintain effective working relationships with the project Sponsor, suppliers’ and contractors’ project management teams as appropriate to facilitate the smooth running of the project
  • Manage the project budget (£5m+) effectively within TfL’s periodic financial management mechanism, identifying and escalating cost risks

Knowledge, Technical Skills & Experience

Knowledge

  • Essential experience of managing large-scale projects within a multi-stakeholder environment, applying a PPM framework to bring order and discipline
  • Experience of implementing and using project control tools and techniques, but in a way that doesn’t place burden on workstream leads
  • Strong knowledge and understanding of financial appraisal, project budgeting, procurement processes and contract management in a project management setting

Experience

  • Experience of managing a large-scale customer-facing initiative within TfL within the last 5 years
  • Experience in complex multi-disciplinary and matrix-managed environments, with direct and indirect influencing skills
  • Proven record of taking personal responsibility and accountability for delivering large-scale (£5+m value) projects and in a large, complex organisation, where there are multiple interfaces, and delivering to time, budget and quality standards
  • Demonstrable experience of personal responsibility and accountability for managing and supporting large multi-disciplinary teams in a matrix environment in a large, complex organisation and ensuring that they deliver to time, budget and quality
  • Experience of managing performance and delivery through others, including external contractors and/or suppliers
