Plymouth is entering a defining period in its history. In response to the Government's Local Government Reorganisation and Devolution agenda, Plymouth City Council is working closely with neighbouring authorities and partners to help design and deliver a new authority for Plymouth and the surrounding parishes. Bringing together Plymouth's role as a major economic, cultural and employment centre with the South Hams' distinctive towns, rural communities, natural environment and visitor economy, the ambition is to create a stronger foundation for public services, economic growth and thriving communities across the area.
We are seeking an experienced and highly organised Project Manager to join our Local Government Reorganisation & Devolution Team and help turn that ambition into reality.
Working closely with colleagues across Plymouth City Council, Devon County Council, South Hams District Council and other partner organisations, you will support the planning and delivery of a new authority that builds on the strengths of both Plymouth and the 13 parishes of the South Hams, while helping to ensure critical services continue to operate effectively throughout the transition.

Working within the LGR Programme Team, you will manage a portfolio of projects and workstreams, ensuring delivery to agreed timescales, budgets and quality standards. You will help translate strategic decisions into practical delivery plans, while maintaining robust governance, risk management and stakeholder engagement. A key focus of the role will be supporting effective collaboration between organisations and helping ensure a smooth transition that maintains service continuity for residents while the new authority is established.
What You Will Be Doing
As Project Manager, you will:
- Lead and manage complex projects and workstreams from initiation through to implementation.
- Develop and maintain project plans, reporting arrangements and documentation.
- Monitor progress against milestones, budgets, risks and benefits.
- Prepare business cases, reports and briefing materials for governance boards and senior decision-makers.
- Build effective relationships with internal and external stakeholders.
- Support programme governance and provide high-quality project management advice.
- Identify and manage project risks, dependencies and issues.
- Coordinate multidisciplinary teams and support collaborative working across organisational boundaries.
- Help ensure that programme decisions are informed by accurate information and robust analysis.
- Support continuous improvement and contribute to the development of project management capability across the organisation.

About You
We are looking for a project professional who combines strong technical project management skills with excellent communication and relationship-building abilities.
You Will Be Someone Who
- Has a proven track record of successfully delivering complex projects.
- Can confidently manage competing priorities in a dynamic environment.
- Is highly organised, thorough and detail-focused.
- Can analyse information, solve problems and make sound judgements.
- Builds credibility quickly and communicates effectively with a wide range of audiences.
- Is comfortable working with senior stakeholders and presenting information clearly.
- Takes ownership, shows initiative and maintains momentum through challenges.
- Understands the importance of governance, assurance and good programme discipline.
- Enjoys working collaboratively and supporting others to achieve shared goals.
You will ideally hold a recognised project management qualification such as PRINCE2 Practitioner, APM or an equivalent professional qualification, or be able to demonstrate equivalent experience.
