As a Project Manager in our UK Defence function, you’ll be part of the Estates Management team, where you’ll engage closely with primary contractors, oversee technical repairs, manage building surveys, and deliver projects of all technical complexity—spanning building maintenance, refurbishment, capital repairs, and new construction.
This role is your chance to make a tangible impact on the operations, safety, and efficiency of one of the UK’s most advanced test and evaluation facilities. With a minimum average site attendance of three days per week (37-hour contract), you’ll thrive in a dynamic environment that balances both strategy and execution.
The Responsibility
You’ll own the full project lifecycle—from initial planning through to execution, completion, and handover, ensuring projects are delivered on schedule, to budget, and with compliance. Your scope will be diverse, encompassing essential estatic management functions while interfacing with technical teams, budgeting, supply chains, and corporate sustainability goals.
Your key focus areas include:
Core Project Management Tasks
- Develop and manage an appropriate procurement strategy, working closely with the Procurement Team.
- Design and implement an organisational structure tailored to project delivery.
- Define and agree a budget, deliver projects within cost constraints, and monitor progress against financial targets.
- Oversee the preparation and management of project documentation, including proposals, tenders, bids, and third-party documentation.
- Lead commercial closure processes, ensuring all obligations are fulfilled and facililities are smoothly transitioned to an effective management team with clear operating procedures.
- Uphold corporate/enviromental impact controls through delivered facility outcomes.

Responsibilities
Building & Construction Expertise
- Work closely with primary contractors on site interventions, which may include general maintenance, refurbishment, bespoke technical repairs, or new build construction.
- Ensure alignment with sound supply chain processes, aligning with commercial and technical constraints.
Regulatory & Compliance Assurance
- Planning and Permitting: Comprehensive knowledge of Planning Applications and General Permitted Development Order (GPDO) processes.
- Sustainability & Energy: Drive sustainability initiatives to meet environmental goals, including energy-efficiency targets.
- Building Regulations & Standards: Demonstrate working knowledge of UK Building Regulations and align project compliance accordingly.
- CDM & NEC Contracts: Apply Construction, Design and Management (CDM) Regulations in a demanding, regulated environment, maintaining a knowledge of NEC standard contracts with practical experience.
- JSP Experience: Operational expertise in Joint Services Publications (JSP) technical standards and guidance.
Essential Qualifications & Experience
Proven Project Management Skills
- A vacation qualification or career qualification in Project Management, such as:
- Prince2
- Advanced Management Practitioner (AMP)
- Project Management Professional (PMP)
Technical & Regulatory Competence
- Deep expertise in actuating major capital projects in a high conformity environment.
- Direct client experience in construction-related projects, authorities, or estates functions.
Activistinity in Defence & Estates Contexts
- Experience managing tech-analytical refurbishments within MOD-housed environments.
- Cross-Schimbed stakeholders dynamically, ensuring correct budgetary and operational management throughout project execution.

About the Business
QinetiQ’s Shoeburyness facility is a critical test and evaluation hub in the defence and security sector. We focus on environmental testing, providing evaluated data on materials, ordnance, and related systems. While our work is technically demanding, we consistently embed sustainability and environmental compliance into our operations—from testing expiration procedures to minimizing ecological footprint in our departments.
Key operational activities include:
- Explosive firing demonstrations
- Electuary and radar resistance testing
- Survival and battle environment simulation
Our high-trust workplace minimizes chemical/toxic handling risks, but it remains a commercially sensitive and regulated environment—all hands must contribute to site safety and success.
Functional Payment & Security Requirements
Location & Contract Conditions
- Located at our Shoeburyness MOD QinetiQ Site.
- 37-hour per week position with a minimum average site attendance of 3 days per week.
Security Clearance

All candidates require a minimum of SC Security Clearance to fulfill the responsibilities of this role. Applicants must allow the relevant UK government checks to be undertaken before securing access to the facility or adopting contract terms.
