Project Manager – Healthcare (Pre-Construction)

Role Overview
We are currently recruiting for an experienced Project Manager to join an established projects team, overseeing the pre-construction stages of healthcare projects across Liverpool.
This opportunity requires a strong, hands-on Project Manager with proven experience managing healthcare projects from initial planning and feasibility through to the construction delivery stage.
The ideal candidate will have a solid background working within NHS environments, healthcare facilities or PFI contracts, with a particular focus on pre-construction project management.
Key Responsibilities
- Lead and manage the pre-construction phases of healthcare refurbishment, infrastructure and building services projects.
- Oversee project planning, feasibility studies, design coordination and programme development.
- Manage projects from initial concept through pre-construction, ensuring they are ready for successful delivery.
- Liaise with NHS Trusts, healthcare stakeholders, consultants, contractors and internal project teams.
- Develop project scopes, budgets, timelines and procurement strategies.
- Coordinate design teams, subcontractors and specialist consultants throughout the pre-construction process.
- Ensure all projects meet healthcare regulations, compliance requirements and relevant HTM/HBN standards.
- Identify potential project risks and implement appropriate mitigation strategies.
- Oversee tendering processes, contractor selection and procurement activities.
- Manage stakeholder expectations, ensuring clear communication throughout each project.
- Ensure appropriate project documentation, specifications and construction programmes are in place ahead of delivery.
- Support the transition from pre-construction into the construction and delivery phases.

Requirements
Essential
- Proven experience working as a Project Manager, with a strong focus on pre-construction.
- Previous experience delivering or managing projects within healthcare environments.
- Strong understanding of the NHS estate, healthcare infrastructure and associated project requirements.
- Experience managing projects through feasibility, design, procurement and pre-construction stages.
- Ability to coordinate multiple stakeholders, contractors and consultants.
- Strong understanding of project budgets, programme management and risk assessment.
- Excellent communication, organisational and stakeholder management skills.
Desirable
- Previous experience working on PFI healthcare contracts.
- Experience managing projects within NHS hospitals or private healthcare facilities.
- Knowledge of healthcare-specific building regulations, HTMs and HBNs.
- Project Management Qualifications Such As PRINCE2, APM Or Equivalent.
- Background in M&E, building services, construction or healthcare infrastructure projects.

Ideal Candidate
We are particularly interested in speaking with experienced Pre-Construction Project Managers who have worked directly within NHS or private healthcare environments.
Candidates with PFI healthcare experience would be highly desirable, although this is not essential.
The priority is finding a genuine, experienced Project Manager who has been directly responsible for managing the pre-construction lifecycle of healthcare projects, rather than someone whose experience is primarily in site management, engineering management or operational maintenance.
Salary & Package
- Basic Salary: Circa £65,000 (dependent on experience)
