The Opportunity
As our Energy, Water & Resources Advisory team continues to grow, we’re looking for Program Managers to join our Liverpool or Manchester offices. You’ll work with clients, engineers, environmental specialists and consultants to plan and deliver complex infrastructure projects across the North West and beyond.
From AMP8 investment programmes and climate resilience initiatives to renewable energy and nature-based solutions, you’ll have the opportunity to contribute to projects that have a lasting impact on communities, the environment and the wider economy.
The role will involve managing project scope, programme, risk, change and reporting throughout the project lifecycle, while coordinating multidisciplinary teams and supporting effective stakeholder engagement, project assurance and performance monitoring. You’ll also contribute to financial management, forecasting and reporting, working closely with clients, programme leaders and senior stakeholders.
You’ll have opportunities to support digital delivery, data-driven decision-making and continuous improvement, while ensuring projects meet Arup’s quality, safety and sustainability standards.
In return, you’ll gain exposure to nationally significant projects, structured professional development and a clear pathway towards Senior Project Manager responsibilities, while broadening your experience across project delivery, governance and advisory services.

- Major water and wastewater capital investment programmes.
- Flood resilience, catchment management and climate adaptation initiatives.
- Nature-based solutions and blue-green infrastructure projects.
- Renewable energy and energy transition programmes.
- Programme governance, assurance and delivery improvement initiatives for regulated utilities and infrastructure organisations.
- Emerging challenges across resilience, sustainability and net zero delivery.
- Support the delivery of project management and advisory services on major nuclear new-build, decommissioning and infrastructure programmes

Is this role right for you?
We're looking for people who combine strong project management capability with curiosity, commercial awareness and a passion for delivering positive change.
We're Interested In Hearing From Candidates Who Can Demonstrate
- Relevant project management experience within the energy, water, infrastructure or related sectors, with a degree or equivalent professional experience.
- Strong stakeholder management and communication skills, with experience working in multidisciplinary teams.
- Knowledge of project controls, governance, risk and change management.
- Ability to manage competing priorities and deliver high-quality outcomes.
- Experience working with NEC3 or NEC4 contracts.
- APM Project Management Qualification (PMQ) or equivalent recognised project management qualification, or actively working towards one.
- Membership of APM or another relevant professional organisation.
- Progress towards ChPP or equivalent professional accreditation is desirable.
Desirable Experience
- Experience administering NEC3 or NEC4 contracts.
- Experience within regulated utilities, infrastructure or public-sector programmes.
- Experience in a consultancy, client organisation or major infrastructure delivery environment.
