HMRC Estates is at the forefront of delivering major property transformation, creating an estate that is the right size and shape to meet the current and future needs of our colleagues and customers.
Projects, Planning and Delivery (PPD) is the project delivery team within Estates. We lead and deliver a diverse range of projects across HMRC’s estate, including new builds, structural changes, security projects, workplace design and furniture changes, office moves and closures, and projects supporting the Estates Digital Strategy.
As a Project Manager, you will lead complex estates projects and multidisciplinary teams through the full project lifecycle, from concept through to closure.
You’ll provide strong project leadership, bringing together colleagues, delivery partners, Subject Matter Experts (SMEs) and stakeholders to ensure projects are well planned, effectively governed and successfully delivered.

What you’ll be doing
You Will
- Lead the planning, design and delivery of complex estates projects, ensuring outcomes are achieved within agreed time, cost and quality requirements.
- Manage project scope, milestones, dependencies, risks, issues and change through effective governance and controls.
- Work closely with delivery partners, SMEs and business stakeholders to establish clear responsibilities and deliverables.
- Build strong stakeholder relationships, using collaboration and influence to drive successful project outcomes.
- Lead and empower multidisciplinary teams, creating an environment that encourages accountability, autonomy and innovative thinking.
- Take a proactive, solution-focused approach to challenges and confidently deliver within complex or ambiguous environments.
- Support continuous improvement by identifying opportunities to strengthen project delivery processes and ways of working.
Essential Criteria
We’re looking for someone who can demonstrate:
- Proven experience of successfully delivering complex estates or property projects within a multi-stakeholder environment, achieving agreed time, cost and quality outcomes.
- Experience of delivering projects in accordance with the RIBA Plan of Work.
- Strong experience of managing risks, issues, dependencies and change control within established project governance frameworks.
- Proven ability to lead multidisciplinary project teams, fostering collaboration and driving delivery against agreed outcomes.
- Strong stakeholder management and leadership skills, with the ability to influence, coach and share project delivery expertise with others.
- Ability to manage competing priorities and key milestones within a complex, fast-paced delivery environment.
- Experience of identifying and implementing improvements to project delivery processes, procedures or ways of working.
