Our client is a forward-thinking local authority delivering services to a large and diverse community across Hampshire. Over the coming years, the council will play a key role in shaping the future of local government as part of a significant transformation programme that will impact how services are delivered, organised and supported across the region.
This programme represents a substantial period of change and investment, bringing together multiple stakeholders, service areas and partner organisations to deliver long-term improvements for residents and communities. As a result, the council is strengthening its programme delivery capability and is seeking a Project Manager to help drive key work streams forward.
Your new role
This role offers the opportunity to contribute to one of the most significant organisational change programmes within local government.
Reporting into the Programme Manager or Portfolio Manager, you'll take responsibility for delivering defined projects and work packages that form part of a wider transformation portfolio. Working closely with service leaders, subject matter experts and partner organisations, you'll ensure activity is effectively planned, coordinated and delivered against agreed objectives, timelines and quality standards.

The successful candidate will play a central role in maintaining momentum across critical projects, managing dependencies, mitigating risks and ensuring stakeholders remain engaged throughout delivery. This is a highly visible position where strong organisation, communication and stakeholder management skills will be essential.
While the role sits within a structured programme environment, there is a strong emphasis on practical delivery. You'll be trusted to manage activity independently, make decisions within your remit and provide clear recommendations when issues arise.
What you'll need to succeed
We're interested in speaking with Project Managers who have delivered change, transformation, implementation or service improvement projects within complex environments.
You'll be able to demonstrate:
- Experience delivering projects within a change, transformation or operational environment.
- Strong planning, coordination and delivery management skills.
- Experience managing project risks, issues, dependencies and governance reporting.
- The ability to engage effectively with a broad range of stakeholders.
- Confidence working independently and managing competing priorities.
- A solid understanding of project management methodologies, controls and delivery disciplines.
