Base salary: £59,268pa to £69,727pa depending on skills and experience. In addition, we offer flexible benefits fund of 20% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website.

Job Purpose

To provide senior project management leadership and expertise within the Hybrid Bill Team, supporting the Head of Delivery, Hybrid Bill in the effective management, coordination and delivery of activities required to support the successful passage of the Adapted Hybrid Bill through Parliament.

The role is responsible for establishing and maintaining effective programme management, governance and delivery controls across the parliamentary programme, ensuring that technical, environmental, stakeholder, legal and parliamentary activities are effectively integrated, planned and delivered.

Working across organisational and Government boundaries, the postholder will coordinate multidisciplinary teams, manage programme risks, dependencies and interfaces, oversee supplier performance and ensure the timely delivery of parliamentary outputs, supporting Government and HS2 objectives.

The role acts as a central coordination point for Hybrid Bill activities, translating complex parliamentary requirements into structured delivery plans and ensuring progress is effectively managed through all phases of the parliamentary process.

About the Role

Programme Management and Coordination

  • Support the Head of Delivery, Hybrid Bill in the day-to-day management and operation of the parliamentary programme.
  • Lead the planning, coordination and integration of activities required to support the successful passage of the Hybrid Bill through Parliament.
  • Develop, maintain and manage integrated delivery plans, schedules and milestones across all Hybrid Bill activities.
  • Ensure parliamentary activities are prioritised, coordinated and aligned to programme and Government objectives.
  • Monitor progress and performance against key parliamentary milestones and delivery commitments.
  • Coordinate delivery across technical, environmental, stakeholder, legal and parliamentary workstreams.

Delivery Management

  • Establish and maintain effective project and programme management disciplines across Hybrid Bill activities.
  • Lead multidisciplinary teams to deliver outputs to agreed timescales, quality standards and stakeholder expectations.
  • Support the translation of parliamentary requirements into structured programmes of work, delivery plans and resource requirements.
  • Manage delivery of Additional Provisions, amendments and associated Programme Change Requests.
  • Oversee production and assurance of parliamentary deliverables including: Petition Response Documents, Petition Studies, Exhibits, Petition Assurance Letters, Undertakings and Assurances, Responses to parliamentary and stakeholder queries.
  • Support preparation and assurance of evidence for Select Committee hearings and parliamentary proceedings.

Governance, Risk and Assurance

  • Establish and maintain governance arrangements for Hybrid Bill delivery activities.
  • Lead reporting of programme performance, delivery status, risks, issues and dependencies.
  • Coordinate risk management activities and ensure mitigation plans are developed, implemented and maintained.
  • Ensure decisions, actions and parliamentary commitments are appropriately documented, monitored and closed out.
  • Support assurance activities relating to Bill promotion, parliamentary commitments and programme delivery.

Stakeholder and Interface Management

  • Act as a primary coordination point between the Hybrid Bill Directorate and wider HS2 functions.
  • Build and maintain strong working relationships with Department for Transport representatives, Parliamentary Agents, legal advisors and key supply chain partners.
  • Facilitate cross-functional engagement to identify and manage risks, dependencies and competing priorities.
  • Support engagement with senior leaders, Government stakeholders and external organisations.
  • Coordinate inputs required to support governance, parliamentary decision-making and stakeholder reviews.

Resource and Performance Management

  • Manage Assistant Project Managers and supplier resources supporting Hybrid Bill delivery.
  • Monitor delivery performance and resource capacity across parliamentary workstreams.
  • Identify resource constraints and recommend interventions to maintain programme commitments.
  • Support effective deployment of resources to meet key parliamentary milestones and priorities.
  • Manage consultant and supply chain performance against agreed scope, programme, cost and quality requirements.

Continuous Improvement

  • Drive consistency in programme management, reporting and governance practices across the Hybrid Bill Directorate.
  • Identify opportunities to improve processes, efficiency and delivery effectiveness.
  • Promote a culture of accountability, collaboration and continuous improvement.
  • Support development of project management capability within the team.
  • Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.

About You

Skills

  • Project and Programme Management - the ability to lead, develop, plan and integrate complex projects and programmes to optimise delivery outcomes, manage dependencies, risks and opportunities, and ensure alignment with strategic and parliamentary objectives.
  • Leadership and Coordination - the ability to lead multidisciplinary teams and coordinate activities across technical, environmental, legal, stakeholder and parliamentary workstreams to deliver complex programme objectives.
  • Problem Solving - the ability to identify complex issues, evaluate information and develop effective solutions, considering the competing demands of stakeholders, cost, schedule, quality and parliamentary commitments.

Knowledge

  • Strong understanding of project and programme management methodologies, including governance, change management, risk management and assurance principles.
  • Strong understanding of programme schedule management, dependency management, critical path analysis and risk assessment.
  • Understanding of the powers contained within Hybrid Bills and Acts of Parliament, and how they interact with engineering design, environmental assessment, stakeholder engagement and project development.
  • Understanding of major infrastructure project development and delivery within complex regulatory and political environments.
  • Knowledge of commercial management and supplier performance management principles.
  • Degree qualification in Project Management, Engineering, Commercial Management or a related discipline, or equivalent experience.
  • Professional project management qualification (e.g. APM PMQ, PRINCE2 Practitioner, MSP or equivalent) desirable.

Type of Experience

  • Significant experience working within multidisciplinary environments across functions and technical disciplines to deliver complex programmes and strategic objectives.
  • Experience leading project and programme teams responsible for the development, planning, procurement and delivery of complex projects or programmes.
  • Experience managing programme governance, reporting, risks, issues, dependencies and change within a major project environment.
  • Experience managing senior stakeholder relationships, including Government departments, consultants, contractors and external partners.
  • Experience managing consultants and supply chain partners to deliver programme outcomes.
  • Experience supporting statutory, parliamentary, planning or consenting processes would be advantageous.
  • Demonstrable experience of leading teams and delivering outcomes through collaboration, influence and effective stakeholder management.
