Good Growth is responsible for delivering and implementing the Mayor’s environment, transport and economic strategies and for the effective implementation of the London Plan. The Directorate is also responsible for regeneration (where the programme is not housing led), enterprise, growth, capital projects and design work.
About The Team
The Mayor’s Infrastructure Coordination Service (ICS) is an innovative, award-winning, multi-disciplinary team that drives better collaboration in the planning and delivery of London’s utility infrastructure. The ICS operates three main service lines: the Streets Service (promoting collaborative street works and the “dig once” approach), the Development Service (accelerating utility connections for strategic developments), and the Planning Service (undertaking long-term infrastructure planning for London). This advertised role will sit within the Development Service of the ICS, who partner alongside developers, utility companies and infrastructure providers, regulators, industry representatives, London Councils and boroughs. The team is working in partnership with New Homes Accelerator (NHA) London programme, to accelerate the delivery of housing sites where they face infrastructure issues.
The Government’s New Homes Accelerator (NHA) is a programme established by the Ministry for Housing, Communities and Local Government (MHCLG) to speed up the delivery of large-scale housing developments that have stalled. The NHA aims to increase the delivery of homes by the end of this Parliament (2029). Since the NHA was established, MHCLG, GLA and London Councils officers have worked in partnership to analyse London’s stalled sites and identify suitable interventions to accelerate their delivery.
In early 2026, we established the NHA LDN team, to take a more proactive, London-led role, to identify stalled housing sites and finding practical ways to get them moving again. That means using our powers, data and networks to make things happen. We escalate sites where delivery challenges cannot be addressed through these resources to the MHCLG NHA team for action. They will then provide support with engagement where the challenges relate to other government departments or will work to address policy and systems issues if these are the blockers.
This GLA New Homes Accelerator Team acts as our central point of coordination within the GLA to other internal teams and to MHCLG, London boroughs and external partners, minimising disjointed or duplicative communication to key partner organisations. They will work closely with other teams to unblock sites and get homes built in London
About The Role
This is an exciting opportunity to play a leading role in accelerating housing delivery across London by tackling one of the sector's most significant challenges: utility and infrastructure coordination.
As Project Manager within the Mayor's Infrastructure Coordination Service, you will lead technical and project management activity to support the New Homes Accelerator London programme, helping unlock strategic housing developments that face infrastructure constraints. Working at the intersection of development, utilities, and public policy, you will bring together key partners to identify innovative solutions that accelerate infrastructure connections and enable new homes to be built more quickly.
You will manage a portfolio of technically complex projects, providing expert insight on utility connections, infrastructure coordination, and development delivery. This will involve convening developers, overseeing consultants, developing technical guidance and best practice, analysing challenges across the sector, and ensuring lessons learned are shared widely to influence industry approaches and policy.
The role offers a unique opportunity to work on high-profile projects with significant visibility across City Hall, government and industry. You will engage with senior stakeholders across the GLA and the wider sector, helping shape how London's infrastructure networks support the city's growth ambitions.

The successful candidate will combine strong project management skills with the ability to understand and communicate complex utility connection issues as they impact development. Whether your background is in utilities, infrastructure, engineering, development delivery, construction or a related field, you will be motivated by solving challenging problems, building effective partnerships and delivering tangible outcomes for Londoners.
What your day will look like
- Leading support to development partners that help unlock strategic housing developments by addressing utility and infrastructure constraints across London.
- Working with developers, utility providers, London boroughs, government partners and transport organisations to identify and deliver practical solutions to complex infrastructure challenges where this is impacting the delivery of housing.
- Providing technical expertise on utility connections, infrastructure coordination and development delivery, helping partners navigate barriers and accelerate progress on key sites.
- Managing consultants and project teams to deliver high-quality technical work, ensuring projects are delivered on time, within budget and to a high standard.
- Producing reports, case studies and best-practice guidance that capture lessons learned and influence infrastructure delivery across the sector.
- Building and maintaining strong relationships with senior stakeholders across City Hall, government, utility companies, regulators and the development industry.
- Analysing technical, commercial and delivery issues where infrastructure impacts development timelines, using data and evidence to identify opportunities for innovation and improvement.
- Representing the GLA at meetings, workshops and industry events, championing collaborative approaches to infrastructure connections and housing delivery.
- Preparing briefings and updates for senior management, programme boards and the Mayor's Office, ensuring risks, issues and opportunities are clearly communicated.
Skills, Knowledge And Experience
To be considered for the role you must meet the following essential criteria:
- Degree-level qualification (or equivalent professional experience) in Civil Engineering, Utilities, Infrastructure, Construction, Development, Planning or a related discipline.
- Proven experience of navigating utility connection processes for development, including working with utility providers, developers, contractors and other stakeholders to progress solutions.
- Strong technical understanding of one or more of the following sectors: electricity, water, wastewater, drainage, gas, telecommunications, utilities, infrastructure delivery and/or housing development.
- A successful track record of identifying and resolving complex infrastructure or utility-related challenges, using innovative and practical approaches to accelerate project delivery.
- Experience of leading and managing complex projects, including planning and monitoring delivery, managing risks, budgets, consultants and stakeholder relationships.
- Excellent communication skills, with the ability to produce clear reports, presentations and briefings on complex technical issues and influence senior stakeholders from a range of organisations.
