Project Manager
The salary range for this role is 48,698 - 52,864 per annum based on a 36 hour working week.
We are looking for a skilled Project Manager to join our IT&D Project Delivery Team and drive the successful delivery of digital transformation and technology projects across Surrey County Council. Working with senior stakeholders, suppliers and technical teams, you'll play a key role in modernising services, improving customer experiences and delivering lasting business benefits.

About The Role
As a Project Manager within the IT&D Project Delivery Team, you will lead the delivery of technology-enabled business change projects that support services across Surrey County Council. You will be responsible for managing projects from initiation through to implementation, working closely with business stakeholders, suppliers and technical teams to ensure successful outcomes.
Your work will typically include stakeholder engagement, project planning, procurement activities, supplier management, systems implementation, systems integration, some business analysis, and major upgrades. You will oversee project delivery against agreed scope, timescales, budgets and quality standards, whilst ensuring compliance with established project management methodologies and governance.
The role offers significant variety, with opportunities to manage a major corporate solution or several concurrent smaller projects at any one time. You will also help promote and embed PRINCE2 principles and good project management practice across the organisation.

This role does not have direct line management responsibility but will require you to matrix manage project team members and coordinate resources drawn from across IT&D, business services and third-party suppliers
Over the next 12-18 months, the successful candidate will contribute to the delivery of a range of digital transformation and corporate technology initiatives. This will involve leading projects that improve service delivery, modernise business processes and deliver measurable benefits for council services and residents. You will play a key role in delivering technology change against ambitious organisational priorities, ensuring projects are delivered effectively despite competing demands, changing business needs and resource constraints.
This role offers the opportunity to make a tangible contribution to improving services across Surrey County Council. By delivering successful digital and technology projects, you will help services work more efficiently, improve customer experiences and support the council's wider transformation agenda.
You will work with senior stakeholders across a broad range of services and have the opportunity to influence how technology is used to enable better outcomes for residents, communities and staff.
Your Application
In order to be considered for shortlisting, your application will clearly evidence the following skills and align with our behaviours:
- Successful delivery of multiple projects through the full project lifecycle.
- Strong stakeholder engagement, communication and influencing skills.
- Experience of managing project plans, risks, issues, budgets and resources.
- Experience working with suppliers and external partners.
- Ability to analyse complex information and develop practical solutions.
- Experience of applying recognised project management methodologies such as PRINCE2.
- Knowledge of business change and technology-enabled transformation.
- Ability to work collaboratively across organisational boundaries to achieve successful outcomes.
- PRINCE2 Practitioner qualification (or equivalent) or a willingness to achieve this.
- Competence using project management tools such as Microsoft Project.

Local Government Reorganisation
Surrey County Council is undergoing Local Government Reorganisation and will move to new authorities in April 2027. This role is currently employed by Surrey County Council and will remain so until then. If you are employed by Surrey County Council on 1 April 2027, your employment will transfer under TUPE arrangements to one of the new councils, with your current terms and conditions protected. The provisional allocation for this post is East Surrey Council, subject to final confirmation through the wider transition process later this year.
