DESCRIPTION & REQUIREMENTS
On behalf of the MOD, we are looking for a Project Manager (Inside IR35) for a 6 month contract which is a hybrid role so does require up to 3 days a week in the Bristol Office
The Ministry of Defence (MOD) is a central government department with a mission to protect our country and provide the ultimate guarantee of its security and independence, as well as helping to protect its values and interests abroad.
The Project Manager will be responsible for managing the day-to-day delivery of the Risk and Resilience project work, ensuring that scope, milestones, dependencies, risks, issues, assumptions, actions, decisions and reporting are actively controlled.
The role will work with the Senior Business Owner, Business Lead, academic partner, policy SMEs and wider Defence stakeholders to coordinate delivery of the project’s outputs and support adoption into future supply chain resilience activity. The role requires strong project management discipline, with practical experience of business change projects or programmes where recommendations must be translated into ownership, implementation planning and operational adoption.
As a Project Manager, your main responsibilities will be:
- Develop, maintain and control the integrated project plan for the Supply Chain Resilience Action Plan, covering mobilisation, resilience definition, academic metrics development, scenario testing, policy gap analysis, adoption planning, roadmap development, handover and closeout.
- Own and maintain core project controls, including RAID logs, action trackers, decision logs, dependency maps, milestone plans, delivery schedules and governance reporting.
- Coordinate delivery of the agreed project outputs, including the resilience definition, metrics and measurement method, scenario findings, policy and clause gap analysis, adoption and reporting plan, behavioural change narrative, implementation roadmap and handover pack.
- Work with the Business Lead and academic partner to ensure the metrics development approach is clearly scoped, scheduled, quality assured and aligned to scenario testing requirements.
- Coordinate input from policy SMEs and commercial stakeholders to identify policy gaps, adoption levers, implementation considerations and any unintended incentives or delivery burdens.
- Plan and support scenario testing activity, ensuring assumptions, data needs, findings, limitations and recommendations are captured clearly for review and decision-making.
- Support business change planning by identifying stakeholder impacts, cultural and behavioural change requirements, adoption risks, ownership requirements and transition actions.

Essential Skills
- Project planning and delivery: ability to build realistic plans, manage milestones and maintain control of delivery activity across multiple workstreams.
- Business change awareness: understanding of how recommendations, policy changes, measurement approaches or new ways of working affect people, processes, governance and adoption.
- Stakeholder management: proven ability to engage, influence and coordinate senior stakeholders, business leads, subject matter experts and delivery partners.
- Governance and reporting: ability to produce concise, accurate and decision-ready updates covering progress, risks, issues, dependencies and recommendations.
- Analytical coordination: ability to manage technical, policy or evidence-based inputs and convert them into clear delivery products, assumptions, findings and next steps.
- Problem solving and decision support: ability to identify issues, assess options, present impacts and recommend practical courses of action.
- Organisation and prioritisation: ability to manage competing priorities, track actions and maintain momentum across time-bound delivery activity.
- Microsoft Office capability: competent use of Word, Excel, Outlook and PowerPoint, with familiarity with project planning, collaboration or reporting tools.
