Originally named Great British Nuclear, Great British Energy - Nuclear is an arm’s length body of the Department for Energy Security and Net Zero, dedicated to supporting the development and deployment of new nuclear technologies in Great Britain. Great British Energy - Nuclear’s first step was to start the technology selection process for Small Modular Reactors (SMRs) in 2023. SMRs can potentially be quicker to deploy and less expensive to build than traditional nuclear power plants because they are smaller, have factory based modular manufacturing and more flexible deployment options. In June 2025, Great British Energy - Nuclear announced that Rolls-Royce SMR had been selected as the preferred bidder to build the UK’s first SMRs, following a technology selection process that began in 2023.

Job Profile
The Project Manager – Marine Off-Loading Facility (MOLF) will work closely with the Head of Delivery - Associated Developments to plan, coordinate and deliver Marine Off Loading Facility across the project life cycle, supporting the SMR construction programme through waterborne logistics to the SMR site in North Wales. The role is accountable for driving day to day delivery across definition, consents, design, procurement support, construction delivery, commissioning and handover, ensuring the MOLF is integrated with the wider programme logistics strategy, stakeholder commitments and provides a safe, efficient and sustainable route for the transfer of construction materials and Abnormal Indivisible Loads (AILs) from marine vessels to the project site.

This role is suited to a motivated project professional with experience delivering marine/ports or complex logistics infrastructure in complex and regulated environments, able to operate within structured governance and assurance, and confident supporting NEC3/4 contract administration, change control, and supplier performance management. You will work collaboratively with technical, commercial, planning and delivery partners to ensure the MOLF concept and delivery approach aligns with applicable maritime, ports, health & safety and environmental requirements, and that interfaces (e.g., marine operations, construction phasing, onward transport/haul road connectivity and site logistics) are actively managed with risks and decisions supported by clear evidence.
Key Responsibilities
Project Delivery
- Support the Head of Delivery – Associated Developments in planning and executing the Marine Off Loading Facility scope, ensuring alignment with programme objectives, integrated schedule needs, and logistics requirements across the project life cycle.
- Support and drive delivery of the MOLF scope, maintaining control of schedule inputs, budget, dependencies, interfaces, constraints and key decision points, and escalating risks/opportunities early and clearly.
- Coordinate with engineering, commercial and other functional teams to manage cross‑package interfaces with other Associated Developments and site infrastructure, ensuring the MOLF design and phasing align with the wider access and logistics strategy and support smooth delivery.
Contract & Commercial Management
- Support contract administration activities (as applicable), including change control, early warnings and performance monitoring, ensuring issues and impacts are captured and progressed through the appropriate governance route.
- Manage day‑to‑day engagement with supply chain partners/consultants (as delegated), tracking actions, resolving blockers, and driving timely delivery of design/consents/construction outputs.
- Contribute to collaborative delivery behaviours across partners, supporting strong working relationships and clear accountability for outputs and deadlines.
Project Controls
- Support development and maintenance of the project controls baseline (schedule, cost inputs, risk register, assumptions and constraints), ensuring information is current, traceable and suitable for governance and assurance.
- Support change control and management of emerging scope, ensuring impacts are understood, documented, and progressed through the appropriate governance route.
- Lead preparation of inputs for reporting, reviews and gate activities, ensuring progress status, risks, issues and mitigation actions are accurate and evidenced.
Stakeholder Engagement
- Liaise with internal and external stakeholders (including supply chain partners, consultants, and relevant authorities) to coordinate and integrate MOLF activities throughout the lifecycle, ensuring stakeholder requirements are captured and managed.
- Support preparation of stakeholder materials (briefings, packs, updates), ensuring messaging is consistent, decision‑focused and aligned with the programme position.
- Coordinate evidence and inputs for planning/permit activity where required, recognising that the MOLF development requires applicable maritime/ports standards, approvals and coordination with relevant bodies and stakeholders.

Governance & Compliance
- Ensure MOLF work package activities align with GBE‑N governance, assurance expectations and safety standards, supporting audit readiness and structured reviews.
- Coordinate provision of appropriate compliance and assurance artefacts as required for the MOLF scope, ensuring alignment with applicable UK maritime, ports, health & safety and environmental standards and relevant authority regulations.
- Promote a strong safety culture and ensure delivery partners maintain focus on safe, compliant delivery aligned with programme expectations.
Continuous Improvement
- Identify opportunities to improve delivery processes, strengthen controls, and capture lessons learned, contributing to knowledge sharing and consistent ways of working across the programme.
- Promote collaboration, innovation and delivery excellence, supporting an inclusive and high‑performance team culture.
Knowledge, Skills and Experience Required
- Experience supporting infrastructure projects in regulated or complex environments (e.g. nuclear, energy, transport, utilities).
- Proven experience applying CDM Regulations and health and safety requirements within design, consenting and construction delivery environments, with the ability to identify, manage and escalate safety risks and ensure appropriate assurance evidence is maintained.
- Experience supporting environmental mitigation and environmental management processes, including coordination of environmental commitments, mitigation measures, consents conditions, construction environmental management plans and delivery controls.
- Familiarity with NEC3/4 contract forms
- Multi-sector project experience, with the ability to adapt to different delivery contexts.
- Strong organisational and coordination skills, with attention to detail.
- Effective communicator with the ability to engage stakeholders at all levels.
- Proactive, collaborative, and delivery-focused mindset.
Qualifications
- Project Management accreditation (e.g. APM PMQ, PRINCE2, PMP) with proven project management experience delivering marine infrastructure.
- Experience working within a regulated industry or government infrastructure programme is desirable.
- Degree in Engineering, Construction, Project Management, or a related discipline, preferred.
- Chartered Member of a relevant professional institution (e.g., ICE, IStructE, CIOB, APM, IMechE, IET) strongly preferred. Highly Advantageous.
