Responsibilities
The Government Relations and Public Policy team spans government affairs; policy and issue area expertise; risk mitigation and crisis management; and external outreach, coalition, and partnership-building. We strive to strengthen relationships with policymakers, think tanks, NGOs and other influential third parties; raise awareness among key stakeholders of the work we do to protect the safety, security and integrity of TikTok, as well as its cultural, economic and social impact; and provide insights into policy, regulation and political shifts to better enable the business to navigate the wider regulatory and political environment.
We are seeking a finance and administration professional to work across department-wide budget and operations - from forecasting and spend controls to contract management, purchase orders, invoice processing, and regular reporting.
Responsibilities
- Owns the end-to-end vendor and contract lifecycle for the department, working closely with department wide leadership on onboarding new suppliers, tracking performance and deliverables, coordinating contract amendments and scope changes with Legal and Procurement, and overseeing evaluation and RFP processes.
- Builds and maintains rolling quarterly and annual department forecasting, tracking actual spend vs. budget to ensure ongoing efficiency in resource allocation. Owns annual budget planning cycle, working closely with the department's leadership team.
- Evaluates and continuously improves department-wide finance, procurement, and operational posture and workflows. Identifies bottlenecks, documents standard operating procedures (SOPs), and leads adoption of internal tools and systems to increase efficiency, visibility, and compliance.
- Provides hands-on budget support to the department, including coordinating internal processes with legal, finance and procurement teams; managing third party contracts, payments, and renewals; preparing purchase orders; and reviewing invoices for payment.

Qualifications
Minimum Qualifications
- Bachelor's degree or equivalent relevant work experience in financial operations and administration
- Strong financial numeracy and acumen
- High level of proficiency in Excel
Preferred Qualifications
- Experience working closely with senior leadership, including development and presentation of key materials related to budget management and planning
