Senior Project Manager / Senior Consultant – Public Sector Transformation
📍 Location: UK / Hybrid – periodic travel to client site
📅 Duration: 6 months initially, with potential long-term extension
💼 Contract: Fixed Term Contract
💰 Budget: Open
We are looking for an experienced Senior Project Manager / Senior Consultant to lead a complex, multi-year public-sector transformation programme within a regulated environment. This is a programme management, governance and senior stakeholder leadership role, rather than a technical IT delivery position.
Key Responsibilities:
- Develop and manage the integrated programme/project plan, Gantt, milestones, dependencies and critical path.
- Coordinate delivery across multiple independent organisations and senior stakeholder groups.
- Establish and maintain programme governance, controls and reporting.
- Manage RAID, risks, issues, dependencies, change control, decisions, actions and benefits.
- Lead working groups, workshops, Programme Boards and Steering Committees.
- Monitor delivery, manage missed milestones and implement recovery/remediation plans.
- Produce concise executive-level progress, exception and assurance reports.
- Manage stakeholder commitments, escalations and cross-organisation dependencies.
- Support cost/benefit and delivery-option assessments.
- Maintain programme documentation, audit trail and transition/knowledge-transfer plans.

Required Experience:
- 5+ years of relevant Project/Programme Management experience; ideally 8+ years.
- Recent experience delivering a large-scale, multi-year transformation programme within the last 5 years.
- Strong experience managing integrated programme plans, governance, risks, dependencies and resources.
- Proven experience working across multiple organisations and senior stakeholders, including influencing without direct authority.
- Experience reporting to Programme Boards, Steering Committees and/or senior executives.
- Strong communication, stakeholder management and executive reporting skills.

Preferred Sector Experience:
- Energy / Water Utilities
- Utility or Infrastructure Regulation
- Transport
- Central or Local Government
- Public Sector / Regulated Services
Experience with multi-party data-sharing, vulnerable-customer programmes, regulated customer registers or industry-wide operating-model transformation would be highly relevant.
Desirable Certifications: PRINCE2 Practitioner, MSP, APM PMQ/PPQ, PMP or equivalent.
UK work eligibility is required.
