Job Purpose
To support the delivery of a portfolio of complex capital projects within agreed time, cost, quality, safety and compliance requirements. The role ensures project delivery is aligned with the clients’ engineering standards, applicable SOPs, CBRE governance requirements and stakeholder expectations, while providing robust reporting, forecasting and escalation by exception.
Responsibilities
- Lead multiple complex or high-value projects simultaneously, typically with regulatory or mission-critical significance, including GxP facilities and clean rooms.
- Act as the primary client interface for strategic portfolios, maintaining effective relationships and stakeholder engagement.
- Drive alignment between project outcomes and business, operational and account strategy.
- Apply strong working knowledge of the clients specific regulatory requirements, including MHRA, GMP, FDA and CAPA where relevant.
- Ensure projects meet validation and compliance standards across lifecycle phases.
- Lead risk assessment workshops and mitigation planning for complex technical scopes.
- Coordinate cross-functional teams across design, construction, commissioning, quality assurance and operations.
- Remain accountable for project profitability, margin control, cost reporting and financial governance.
- Operate with a high degree of autonomy, escalating only critical issues through the agreed governance route.
- Provide trusted project delivery in regulated environments without step-by-step oversight.
- Reduce dependency on the Project Director by mentoring junior project resources and supporting technical capability development.
- Manage delivery of capital projects at the clients Cambridge site and support the ongoing development of the client account.
- Manage a portfolio of approximately £1Million value per year, with varying complexity and cost, while maintaining compliance and budget control across the portfolio.
- Maintain an extensive understanding of CDM regulations and the duties of Principal Contractor and Principal Designer.
- Competently manage delivery risk, including identification, mitigation, escalation and close-out.
- Support delivery of budget targets and key business metrics, including safety, finance and KPI performance.
- Maintain and improve the commercial performance of the CBRE clients Southern Sites projects team.
- Ensure regular engagement with all clients stakeholders so management information is reviewed, actioned and reported against contract deliverables and statutory compliance.
- Foster positive working relationships with the clients stakeholders, customers, suppliers, CBRE operational teams and account support functions.
- Fully scope and identify quality requirements on behalf of the client then manage and monitor these throughout the project process.
- Create and maintain project plans throughout the project lifecycle, including cost, variation and change control.

Person Specification
- Demonstrates a positive, solution-focused leadership style and role models CBRE values and behaviors.
- Proven track record of delivering projects, preferably within a pharmaceutical or regulated environment.
- CDM certification with SMSTS preferred; IOSH or NEBOSH desirable.
- Competent understanding of building services and experience of facilities management.
- Degree in mechanical engineering, electrical engineering, construction management or project management preferred.
- Advanced understanding of risk management policies and procedures.
- Strong knowledge of construction materials, processes and equipment.
- Strong awareness of health and safety procedures and legislation required to run a safe construction site.
- Numerate and IT literate, with working knowledge of relevant building methods and project management software.
