Job Purpose
The Project Operations Manager (POM) is accountable for the overall Safety, Quality, Delivery, and Cost (SQDC) performance of the preparation, execution, and close out phases of the Operations Package scope of a Project. The POM is responsible for preparing and implementing the Project Operation Execution Plan in accordance with industry and TFMC standards – for both Tender and Execution stages.
The POM is the primary point of contact towards TFMC’s Vessel, Spoolbase & Operations (VSO) department and the Project vessel’s OCM’s to manage the day-to-day operations activities of the VSO and non-VSO activity and associated onshore support to ensure that all permanent equipment is installed and tested subsea, ready to hand-over to the Client.
When assigned to a Project, the POM is part of the Project Management Team (PMT) reporting directly to the Project Manager / Director and has the accountability for successful execution of the project offshore operations scope. This position is one of the key Client facing resources on the Project and provides direct support and assistance to the Project Manager. The POM reports functionally to the regional Operations Manager / Director.
Job Description
- Ensure that the Operation package is planned, organised, and executed within time, budget, and QHSES requirements by managing assigned resources, as well as risks, opportunities, and changes in accordance with TFMC’s Management System.
- Prepare and validate the Project Execution Plan for the Operations Packages (Work Package # 66 + 67 as part of TFMC’s Operating Model) at both tender and execution stages focused on identifying and securing the assets, equipment, and personnel required and validating the associated engineering for the VSO and non-VSO activity.
- Act as primary point of contact towards TFMC’s VSO department and the project vessel’s OCM’s to manage the day-to-day operations activities of the VSO and non-VSO activity and associated onshore support to ensure that all permanent equipment is installed and tested subsea, ready to hand-over to the Client.
- Promote a strong HSE and Quality focused mindset within the Operations organisation on the assigned Project.
- Review where required defined documentation relevant for Project Operation execution. With the support of the Lead Installation Engineer, oversee installation engineering incorporation with VSO and non-VSO activity, procurement, subcontracting, expediting, testing, and logistics activities to meet schedule, budget, and Project requirements.
- Ensure compliance with TFMC Design and Constructability Review, HIRA, and Offshore Readiness processes and drive the cross-functional effort for these and holding functions to account.
- Identify and manage risks and opportunities for the Package, ensure proper mitigations are implemented.
- Prepare and present applicable SQDC reporting on the Operations Package to internal and external stakeholders.
- Adhere to the KPI’s / KSF’s set by the Projects and Operations organisation.
- Fulfill all contractual obligations within the Operations package and assist Project Manager with development, management, and negotiation of variation orders associated with this Operations Package.
- Build and maintain relationships with Client’s and other external stakeholders (partners, subcontractors, vendors) to represent TFMC on all matters associated with the Operations Package.
- Ensure thorough collation and management of the documentation from Operations Package including NCR’s, Incident reports, Punch Items, As-Built data, Mechanical Completion Certificates, and ITP’s.
- Establish, motivate, and mentor the Project Operations organisation to prepare and manage efficiently the Execution phase for the Project.
- Lead and support as applicable the various Obeya routines within the org notably Operations Package Level 5, Project Level 4, and Management Level 3.
- Think Project but also adopt Enterprise mindset and implement Lean Management principles to optimise processes, reduce waste, and drive continuous improvement.
- Support Operations Director / Manager with departmental objectives and initiatives focused on improved performance of the Operations Function.

Must Have
- MSc/BSc in Engineering or other relevant discipline.
- Significant experience in subsea operations and installation engineering.
- Good knowledge of subsea activities including offshore installation techniques and assets.
- Experience in project execution, preferred in iEPCI type of projects.
- Excellent understanding of subsea projects, including relevant equipment, operations, and services.
- Ability to combine technical, commercial, and risk-based decision making to solve complex problems that often have multiple solutions with competing advantages and disadvantages.
- Demonstrates effective leadership ability within a matrixed team environment and contributes significantly to team performance by building robust relationships both internally and externally.
- Be committed and proactive, have a strong sense of collaboration, able to make decisions, and learn from every situation.
- Ability to give and receive constructive feedback, coaching, and respond appropriately.
- Highly effective communication and PC skills with proficiency in Microsoft Office, Scheduling, and ERP products.
- Ability to manage multiple priorities and meet deadlines.
Nice to Have
- Experience in international and multicultural project environments.
- Familiarity with industry standards and regulatory requirements for Operations Management.
- Proficiency in Lean Management principles (e.g., Kaizen, 5S, Value Stream Mapping, root cause analysis).
- The POM is expected to champion a culture of continuous improvement, leveraging Lean tools and methodologies to drive operational excellence and efficiency across all Operational activities.
- The role requires a proactive approach to stakeholder engagement, risk management, and the ability to adapt to changing project requirements.
- International experience and cultural awareness are highly valued.
- Strict adherence to BPMS, the Operating Model, and all internal governance frameworks is mandatory for all aspects of the role.
