Our Cost Centre, Programme Performance, combines practical transformation delivery with project insight to help organisations make better decisions, manage uncertainty, and deliver consistent programme performance. Our service offerings span across Defence, including in the regulated environment.

Job Description
The Opportunity: Project Requirements Manager
We have an exciting opportunity for Project Requirements Manager to join the Defence Programme Performance team, supporting our clients in the delivery of Project Requirements Management within a range of projects and programmes across the UK including the Nuclear sector. The team is made up of over 50 people with our team regionally recruited and based across the UK in our many T&T offices.
Due to the complex nature of our projects, this position requires Requirements Professionals with experience in project or programme delivery within the Defence, Nuclear and regulated environment sector. An understanding of Requirements capture, and Project management would be an advantage.
As part of our consultancy-focused environment, you’ll work closely with clients, taking ownership of engagements and consistently striving to exceed expectations. You can expect to be on client sites or Turner & Townsend offices up to 60% of the time, with flexibility based on business and client needs.

Responsibilities will include, but are not limited to, the following:
- Requirements capture and Assessment: Identify benefits and opportunities through Requirements workshops. Proactively Validate and verify key stakeholder requirements to support project/programme scope and objectives.
- Strategic level Requirements: Identify, develop and implement robust requirements to support the scope of future strategic capabilities.
- Requirements processes: Maintain up-to-date project/programme Requirements registers, ensuring clear documentation and transparency across teams and leadership. Produce and present fit for purpose Requirements documents, in a timely manner, to support the Infrastructure RIBA process throughout capability development.
- Stakeholder Collaboration: Engage with project managers, clients, and senior leadership to align Validation and verification of Key requirements.
- Process and Procedure: Production of Requirement management plans across multiple projects and/or large-scale programmes ensuring alignment to business processes and industry standards
- Requirements Workshops & Training: Lead educational sessions to increase awareness and build a proactive Requirements management culture within teams.

Qualifications
We are looking for individuals who can fully demonstrate the following capabilities:
- Industry experience within a project/programme environment in the Defence, regulated sectors.
- Expertise in developing and implementing comprehensive Requirements management capture, ensuring integrated Requirements process across portfolios, programmes, and projects to enhance resilience and performance.
- Experience with any or all of the following is highly beneficial: Requirements Management Software such as DOORs (for live databases), Advanced Excel.
- Proficiency in Project management would be an advantage.
- Benefits mapping or understanding would be useful.
Desirable
- Familiarity with project life cycles in the Defence, Rail, Infrastructure, or Digital/AI industries (i.e. RIBA or GRIP)
- Recognised and Relevant qualifications such as Association for Project Management (APM) Project Risk Management Single Subject Certificate Qualification Level 2, Management of Risk or Institute of Risk Management etc.

Working in teams/ Office & Site attendance:

Currently, we anticipate you being on client sites or Turner & Townsend offices 60% of your time, but this may flex depending on client and business requirements. The office is not the only place work gets done, but it is increasingly important for teams to be stronger together by learning, collaborating, and creating amazing work together
