London 1 day per week/ Inside IR35 / 4 months

A leading London public sector organisation is seeking a Senior Programme Officer to support the delivery of a major energy efficiency and retrofit programme aimed at improving homes for low-income households across London.

This is a highly stakeholder-focused role, sitting at the heart of a live grant-funded programme that helps residents reduce energy bills, tackle damp and cold homes, and improve property energy efficiency. You'll join during a period of change, supporting the transition to a new delivery model whilst ensuring residents, borough partners and installers continue to receive a high-quality service.

The Role

As Senior Programme Officer, you'll act as a key link between residents, borough stakeholders and delivery partners, helping to ensure successful programme delivery across multiple London boroughs.

Key responsibilities include:

  • Acting as a first point of contact for resident queries and complaints
  • Investigating complex cases and drafting clear, professional written responses
  • Building and maintaining relationships with borough partners and delivery organisations
  • Supporting the delivery of a large-scale grant-funded retrofit programme
  • Coordinating with internal teams, contractors and external stakeholders
  • Monitoring programme activity and escalating risks or delivery issues where required
  • Ensuring residents receive a positive experience throughout the scheme

What We're Looking For

We're particularly interested in candidates who combine strong stakeholder engagement skills with experience supporting residents, service users or vulnerable communities.

Essential experience:

  • Strong partnership and stakeholder management experience
  • Excellent written communication skills, including responding to complaints or complex enquiries
  • Experience working directly with members of the public
  • Background within local government, housing, charities, community organisations or the wider public sector
  • Ability to quickly understand and navigate complex processes or programmes
  • Empathetic, solutions-focused approach when dealing with challenging situations

Desirable experience:

  • Energy efficiency, retrofit, sustainability or fuel poverty programmes
  • Grant-funded programme delivery
  • Housing association or local authority experience
  • Experience working alongside contractors or delivery partners
