We are Hiring: Property Assets Manager
Location: Swindon, Wiltshire
Contract: Interim
Rate: £248.29 per day
Role Overview
Swindon Borough Council is seeking an experienced Property Assets Manager to manage and optimize a diverse property portfolio, including operational, commercial, industrial and education assets. The role will lead property transactions, asset management programs, school estate initiatives and capital projects, ensuring best value and compliance with Council priorities.
Key Responsibilities
- Manage a portfolio of Council-owned commercial, industrial, operational and education properties.
- Lead property acquisitions, disposals, leases, renewals, transfers and other property transactions.
- Manage school estate and education asset management, including Academy conversions and school capital programs.
- Oversee annual property condition surveys and identify asset investment priorities.
- Develop and manage capital projects and programs, with project values ranging from £5k to £6.5m.
- Negotiate leases, funding agreements, partnership arrangements and third-party property contracts.
- Support the disposal and development of Council land and property, including joint ventures where appropriate.
- Manage rental income, service charge and property budgets.
- Prepare reports and recommendations for senior officers, Councillor and Cabinet.
- Work closely with schools, Academy Trusts, governing bodies, developers, contractors and internal stakeholders.
- Ensure property decisions comply with relevant legislation, Council policies and best practice.

Essential Experience
- Significant experience in property/estate asset management.
- Strong experience of commercial, operational or public-sector property.
- Experience managing leases, land transactions, acquisitions, disposals and property transfers.
- Proven project/programme management experience.
- Experience within a large corporate or Local Authority environment.
- Strong understanding of education estates, school asset management and Academy conversions.
- Experience delivering major capital programs and managing complex stakeholder relationships.
- Excellent negotiation, communication, reporting and decision-making skills.
- Degree-level qualification or equivalent relevant experience.
- PRINCE2 Practitioner or equivalent project management knowledge desirable.
- Full UK driving licence and access to a vehicle for multi-site duties.

Ideal background: Property/Estates Manager, Senior Estates Surveyor, Principal Property Surveyor, Corporate Property Manager or Property Asset Manager with Local Authority and education estates experience.
