Property Compliance Administrator (Maintenance)
Location: Bradmarsh Business Park, Rotherham, S60 1BY
Salary: £26,365 per annum
Hours: 39 hours per week
Contract: Full-Time, Permanent
This is an important role supporting the effective management of compliance, inspections, maintenance, and utilities across the Target Housing property portfolio. Reporting to the Compliance, Health & Safety Manager, you will play a key role in ensuring our properties meet statutory safety requirements and that compliance information, inspections, repairs, and utility accounts are managed accurately and efficiently. You’ll work closely with landlords, contractors, tenants, support workers, utility suppliers, and colleagues to coordinate inspections and testing, monitor compliance deadlines, resolve issues, and maintain accurate records.

About the Role
As a Property Compliance Administrator (Maintenance), you will coordinate property compliance, inspections, utilities, and associated administration across Target Housing’s property portfolio. You will help ensure statutory requirements, including gas safety, electrical safety, and Energy Performance Certificates (EPCs), are met within required timescales. You’ll coordinate landlords, contractors, tenants, and support workers to arrange inspections and access, monitor outstanding actions, and ensure all compliance documentation is received, checked, and accurately recorded. The role also includes responsibility for utility administration, including scrutinizing bills, identifying discrepancies and potential savings, processing meter readings and tenancy changes, and working with suppliers to resolve issues. This is a varied administrative role where your organization, attention to detail, and ability to manage competing priorities will directly contribute to keeping Target Housing’s properties safe, compliant, and well maintained.
What You’ll Be Doing
- Coordinating gas safety, EICR, and EPC requirements across the property portfolio and ensuring compliance deadlines are met.
- Liaising with landlords, contractors, tenants, and support workers to arrange inspections, testing, and access to properties.
- Arranging compliance works through Target Housing’s approved contractors or coordinating with landlords where they use their own contractors.
- Monitoring appointments, failed access, and outstanding certificates and escalating potential compliance failures immediately.
- Ensuring compliance certificates are received, checked, issued to relevant tenants and landlords, and accurately recorded and filed on internal systems.
- Coordinating property inspections and ensuring required frequencies and KPIs are achieved.
- Raising, assigning, and monitoring repairs arising from unsatisfactory compliance inspections.
- Maintaining accurate and up-to-date property, compliance, and repair records.
- Managing utility accounts across the property portfolio, including obtaining and scrutinizing bills and statements.
- Identifying billing errors, discrepancies, and opportunities for savings and working with suppliers and debt collection agencies to resolve issues.
- Processing meter readings and changes of tenancy.
- Investigating and responding to internal and external queries relating to property compliance, maintenance, and utilities.
- Handling information securely and complying with GDPR and Target Housing policies.
- Building effective working relationships with landlords, contractors, suppliers, tenants, support workers, and internal colleagues.
- Keeping up to date with relevant legislation and ensuring processes remain compliant with current requirements.
- Contributing to the continuous improvement of property, compliance, and utility processes.
- Completing mandatory and role-specific training and attending relevant meetings and one-to-one meetings.
- Undertaking any other reasonable duties as directed by the Management Team.

What We’re Looking For
We’re looking for someone who is highly organized, detail-focused, and proactive, with the ability to manage multiple deadlines and ensure important compliance requirements are met. You’ll need:
- Excellent organizational and time-management skills, with the ability to manage multiple priorities and deadlines.
- Strong attention to detail and a high level of accuracy.
- An understanding of Health & Safety and statutory property compliance requirements.
- A proactive approach, with the ability to identify issues, investigate problems, and take appropriate action.
- Competent IT skills, including experience using Outlook, Excel, databases, and online portals.
- Good numeracy skills and financial awareness.
- Excellent written and verbal communication skills.
- The ability to work independently and as part of a team.
- Flexibility and the ability to adapt to changing priorities.
- A high level of integrity and commitment to confidentiality.
- A commitment to continuous improvement and improving processes.
- An awareness and understanding of the people supported by Target Housing and the potential vulnerabilities they may experience.
- Knowledge or experience of utility billing would be desirable, while technical or property knowledge would be advantageous.
