What's the role?

Provide effective and sound leadership to a team of Project Surveyors in the Specialist Works team, managing the full contractor delivery function across specialist and major repairs, HHSRS casework, insurance works and damp and mould remediation to ensure Curo’s customers’ homes are safe, healthy, affordable and warm.

Working collaboratively with colleagues across the business, you will ensure the smooth delivery of major, complex and often disruptive works across live projects. You will ensure that the service is person centred and will be the department’s technical lead on all surveying to include damp and mould and HHSRS. Budget management of £5m+ per annum.

What will I have to do?

Leadership and Team Management

  • Lead, coach and develop a team of Surveyors to successfully manage and deliver solutions to major works or repairs to our housing stock and estate, identifying and diagnosing issues correctly, first time, every time.
  • Provide inspiring and motivational leadership to colleagues within the team ensuring that realistic, but challenging service objectives are delivered.
  • Conduct regular Surveyor performance reviews and one-to-ones, ensuring colleagues are supported, developed and held accountable for their performance.
  • Collate weekly statistics on monitoring measures, ensuring accurate and timely reporting across all workstreams.

Commercial and Project Management

  • Demonstrate a strong commercial approach to project management including the principal design, specification, and delivery of projects. Create the conditions for successful partnership with contractors through effective and fair client/contractor relationship management.
  • Manage the effective procurement of goods and services in line with Curo’s procurement strategies to ensure value for money, high levels of customer satisfaction and service delivery are achieved.
  • Provide effective forecasting, progress monitoring and cost monitoring, ensuring the customer experience and quality standards are understood, maintained and developed.
  • Analysing, assessing building defects and carrying out Quality Assurance inspections on specifications and works created by the team to ensure value for money is achieved.
  • Review and action all contractor variation requests, ensuring robust change control is applied and costs are managed effectively.
  • Ownership of all insurance related work undertaken on our homes ensuring the correct contractor is selected, the right specification is in place and the project is managed appropriately on time and to budget.
  • Assume the role of Client and/or Principal Designer in relation to building works and refurbishment works in line with CDM 2015 Regulations.
  • Lead on the development and submission of Planning Applications where required, ensuring proposals comply with Local Planning regulations and Listed Building Regulations.

Damp, Mould and HHSRS

  • Responsible for implementation of Curo’s technical response to damp and mould issues within our homes, ensuring that our surveyors are equipped with the right tools and knowledge to diagnose root cause and eradicate through remedial works.
  • Be responsible for overseeing the delivery and management of HHSRS cases, removing hazards through correct surveying and diagnosis and the implementation of the correct measures.
  • Work closely with Local Authority stakeholders in partnership to progress HHSRS issues.
  • Review the Dynamic Resource Scheduler (DRS) to make decisions on appointments, primarily to accommodate Awaab’s Law inspections within required timescales.

Customer Experience And Complaints

  • Instil a customer focused culture for both colleagues and contractors, delivering high levels of proactive and responsive communications with customers throughout the planning and delivery of reactive works leading to high levels of customer satisfaction.
  • Use customer feedback to continually improve the customer experience.
  • Ensure customer complaints are prioritised and given the necessary attention and diligence they require, ensuring compliance with Curo timescales.
  • Lead on developing and maintaining stakeholder relationships, ensuring that customer responses are evaluated to improve the customer experience and future service delivery outcomes.

Financial and Budget Management

  • Work closely with the Finance team on all aspects of finance including budgets, forecasting, progress monitoring, cash flows and any other relevant financial parameters.
  • Contribute to the review and monitoring of business plans and budgets.
  • Lead on budget management, ensuring budgetary control systems are established and followed for all my areas of responsibility, ensuring that Capital and Revenue works are managed effectively and correctly.
  • Prepare and present accurate management information and reports and engage as required with boards and committees, the Executive Team and other stakeholders.

Compliance, Governance and Health & Safety

  • Ensure that all operational policies, procedures, systems and processes within the service area are fit for purpose and up to date.
  • Ensure that all standing orders, financial regulations and policies and procedures are complied with across my work streams.
  • Ensure health and safety related activities including compliance with statutory obligations are robustly managed within my area of responsibility.
  • Take responsibility for the health and safety of myself, my team and others ensuring that we are fully compliant with all legislative obligations and Curo’s working practices, with a particular awareness of Fire Safety, Asbestos, Gas and Electric.
  • Ensure compliance with external funder (private and public) requirements for my area of work.
  • Agree, monitor and ensure delivery of all internal and external targets and performance indicators for my areas of responsibility.
  • Maintain active involvement in Section 20 processes to ensure compliance with Curo’s Section 20 policy, including consultation obligations and cost management for leaseholders.
  • Provide professional surveying services, using building pathology skills to diagnose faults and recommend robust, affordable solutions.

What do I need to be successful?

  • Have a relevant professional MRICS qualification or equivalent qualification/experience.
  • Demonstrate I can actively lead my team to achieve corporate business plans and objectives.
  • Demonstrate my experience in formulating and implementing strategies to deliver a customer focussed major repairs service.
  • Assist with the formulation and implementation of the Asset Management strategies and plans.
  • Deliver results on time and to budget, achieving relevant KPIs.
  • Demonstrate my experience of business planning and risk management.
  • Evidence my experience of managing substantial budgets successfully, profiling this across the financial year, and ensuring that my contract delivery matches this.
  • Demonstrate my experience of managing project appraisals, financial models, business assurance and performance management systems.
  • Ensure our business operations comply with the legal, regulatory and inspection frameworks governing services provided by the company.
  • Ensure full compliance with the Homes and Communities Agency’s policies and procedures and other legislation such as HHSRS, Decent Homes etc.
  • Provide dynamic, inspiring leadership to my colleagues and peers.
  • Demonstrate knowledge and experience of Awaab’s Law requirements and the management of damp and mould hazards within a social housing context.
  • Evidence experience of contractor management, change control processes and variation management across complex or specialist works programmes.
