ABOUT THE LAND DEVELOPMENT AGENCY
The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government.
The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes. It also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government’s Project Tosaigh initiative. Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
The Role
This role within an expanding Asset Management Team will offer the right candidate a fantastic opportunity to work on a wide range of transformative projects across the country. The purpose of the role is to provide land, property and security management support, oversight and advice to internal teams within the LDA.
The successful candidate will be an experienced property/land manager and will be tasked with management and oversight of external service providers in the delivery of land, property and security services in addition to providing advice to internal LDA Teams on asset management matters specific to land and property services.
The ideal candidate will have all necessary technical, property/facilities and commercial acumen required to successfully oversee the management of a large portfolio of land, buildings and meanwhile uses. In addition to being a strong and effective communicator, candidates will need to be flexible, driven, motivated and critically possess the ability to be adaptable to respond to the exciting challenges of the LDA mandate. This role will afford the right candidate an opportunity to develop existing and new skills, taking their career to a new level.
Essential duties and responsibilities
Land Management
- Oversee and proactively manage land and buildings within LDA ownership. Provide land management and support services for LDA sites and landbanks.
- Provide support to the Senior Property Manager on commercial licences and land agreements.
- Ensure land holdings are secure, safe and comply with insurance requirements.
- Engage with the LDA’s internal Insurance Team in respect of insurance requirements for all sites.
- Develop annual land management budgets, working with other LDA business units to proactively deliver value for money and suitable land management strategy.
- Deliver monthly reports on site expenditure and site performance/compliance.
- Support the Senior Property Manager in the delivery of land strategy and portfolio performance.

Property Management
- Day to day management of commercial property agreements and land.
- Engage appropriately with LDA approved contractors and service providers to deliver and uphold suitable repair and contractual services.
- Ensure reactive matters (repairs and otherwise) are addressed within a timely manner.
- Seek competitive quotes and instruct works in compliance with LDA public procurement guidelines.
- Oversee successful delivery of annual PPM where required.
- Undertake regular site/property inspections across Ireland.
- Engage with LDA appointed agents on land/property management matters.
- Ensure statutory compliance with applicable legislation or regulation to the sites within the allotted portfolio.
- Liaise with the LDA Finance Team to ensure efficient running of the land financial operations, including supporting the production of monthly and annual accounts, reviewing invoices for payment each month and actively investigate cost reduction opportunities.
- Monthly reporting to the Senior Property Manager in relation to the management of land, buildings and services within the allotted portfolio, including costs, operational matters and risk management.
- Support the development of LDA strategies for land and asset management.
- Collaborate with internal teams to support and implement new asset management systems to collect, store and analyse all property information for compliance and decision support purposes.
- Proactively develop skills to ensure career development.
- Successful delivery of annual KPI’s and performance requirements.
- Other duties as may be required based on the evolving operational requirements of the LDA.
Security Management
- Proactive management, engagement and oversight of LDA appointed security providers.
- Complete land/site security assessments working closely with multiple LDA teams to identify security management and site handover strategy.
- Provide security and land management advice to LDA business units on a site-by-site basis.
- Deliver weekly/monthly security reports to LDA business units.
- Engage with LDA and external stakeholders on site security matters.
- Deliver annual land management and security budgets.
- Undertake regular budgetary reviews.
- Oversee, and where required complete, site security inspections of properties/land.

Requirements
- Have minimum 4 years land and/or property management experience.
- Member of the SCSI or at a minimum have route to membership in progress.
- Excellent relationship management skills (both internal and external).
- Excellent communications skills – both written and verbal.
- Proficiency in MS Office, particularly Excel.
- Understanding of title and legal documents.
- Understanding of risk management and mitigation measures.
- Good knowledge and understanding of land management best practice and associated land/commercial lettings.
- Detailed knowledge of the issues and developments and current thinking in relation to best practice in Asset Management.
- Understanding of planning and development laws along with working knowledge Building Regulations and Heritage Buildings.
- Have a good working knowledge of current opportunities and trends in facilities and land management, having the capability to advise on opportunities for maximising operational efficiencies.
- Must have own car and full, clean driving license and ability to travel across Ireland.
