Overview

The London Borough of Harrow is seeking a dedicated and customer-focused Property Officer to deliver an efficient and effective range of services to leaseholders and freeholders across a designated property portfolio. The successful candidate will be responsible for managing a wide variety of leasehold and freehold matters, ensuring that statutory, contractual, financial and policy requirements are met while providing a high-quality service to residents.

The role encompasses the administration of major works projects, including the delivery of Section 20 statutory consultation processes and the associated billing and income collection activities. The Property Officer will manage annual service charge calculations and billing, investigate and resolve service charge enquiries, and oversee income collection and debt recovery processes. The postholder will also be responsible for handling right-to-buy transactions, assignments, enfranchisement cases, write-offs and write-backs, ensuring that all cases are progressed accurately and efficiently.

A key aspect of the role is the administration and enforcement of lease conditions, including investigating and addressing breaches of lease agreements, anti-social behaviour and other leaseholder-related issues. The Property Officer will provide advice and guidance to leaseholders and freeholders, responding to requests for services and ensuring that residents receive clear, professional and timely communication.

I’m in my final year doing Economics and I don’t know whether to apply for grad schemes now or do a masters first. What do you think?

Honest answer — it depends on where you want to end up. A lot of top grad schemes (Big 4, civil service, banking) don’t need a masters. Let’s look at the ones you’d be competitive for now, and we can decide if a masters actually adds anything.

Also worth knowing: most autumn 2026 applications are open now. Timing matters more than you think.

Start with a chat, not a search bar

Grad scheme, placement, apprenticeship? Not sure what you want yet — that's fine. Your agent talks it through with you and turns "I have no idea" into a shortlist.
