YOUR MISSION AT VOI
As Proposal & Content Manager, you will play a key role in how Voi shows up in public tenders across Europe. You will own the content and writing workstream for your assigned tenders, turning complex city requirements, technical specifications and policy commitments into clear, compelling proposals that make Voi the obvious choice for city officials.
This is a hands-on writing role with real ownership of content quality. Working closely with Tender Governance & PMO, Commercial & Bid Strategy, Design, local teams and subject-matter experts, you will create coherent, high-quality submissions that are delivered on time, in-language and to standard.
In this role, you will:
- Own content planning, drafting, reviewing and finalising documentation for your assigned tenders and tender stages.
- Support the pre-tender phase by researching target cities, local requirements and market context.
- Carry agreed win themes through every section, shaping the narrative for each market, language, evaluation criterion and requirement.
- Write and edit persuasive responses to RFIs, RFPs, ITTs, demos and presentations.
- Review and refine input from technical, legal, financial and operational experts, translating complex information into clear and human language.
- Work with local teams and partners to create fit-for-purpose drafts that reflect local nuance, including adapting content for non-English markets.
- Own document control for your tenders, including version management, consistency and clean handover into the submission process.
- Contribute to Voi’s tender content library, keeping reusable answers, evidence and narratives up to date.

WHAT YOU NEED TO EMBARK
We are looking for a strong writer and structured thinker who enjoys taking ownership, bringing clarity to complexity and collaborating across teams. You know how to turn multiple inputs into one polished, persuasive story, and you care deeply about quality, accuracy and impact.
To succeed in this role, we believe you have:
- 4-6 years of experience in bid or tender writing, proposal management or content development, ideally within public sector or B2G environments.
- Experience owning content workstreams or bids end to end.
- Excellent written English; additional European language writing skills are a strong asset.
- Solid understanding of public procurement processes, evaluation criteria and compliance requirements.
- Experience coordinating input from stakeholders across technical, legal, financial and operational teams.
- Familiarity with tender content libraries, knowledge management tools or reusable proposal content.
- Strong attention to detail and the ability to produce accurate, polished documentation under deadlines.
- Experience guiding, reviewing or mentoring other writers is a plus.
- A background in micromobility, urban mobility or transport is a merit.
