Proposals Manager

Location: Liverpool

About The Role

As Proposals Manager, you will lead the development of high-quality, commercially competitive proposals for our biologics development and manufacturing services.

You will bring together scientific, operational and financial information, translating complex requirements into clear and compelling customer proposals. Working closely with Business Development, Scientific, Operations, Finance and Legal teams, you will manage the full proposal lifecycle, support contract discussions and help ensure a smooth handover into project delivery.

Key Responsibilities

  • Lead proposals, quotations and bid documentation from initial request through to submission.
  • Translate technical and commercial information into clear, customer-focused proposals.
  • Coordinate input from Scientific, Operations, Finance, Business Development and Legal teams.
  • Ensure proposals are accurate, competitive and aligned with pricing and margin expectations.
  • Support contract reviews and commercial negotiations.
  • Partner with Business Development teams on opportunity planning and bid strategy.
  • Track proposal activity, pipeline, win rates and turnaround times through dashboards and reports.
  • Use data to identify improvements and support commercial decision-making.
  • Continuously improve proposal templates, processes and content.
  • Support project planning, risk tracking and handover into project delivery.
  • Provide cover for Project Managers when required.

About You

You will have:

  • A BSc in Life Sciences or a related field.
  • Experience within a CDMO, CRO, biotechnology or pharmaceutical environment.
  • Experience in proposal management, bid management or commercial operations.
  • A good understanding of biologics development and manufacturing services.
  • Proven experience writing technical or commercial proposals.
  • Strong written communication skills and the ability to simplify complex scientific information.
  • Experience working across scientific, operational, commercial and finance teams.
  • Excellent attention to detail, organisation and stakeholder management skills.
  • The ability to manage multiple priorities and deadlines.
  • Experience with data analysis and reporting tools such as Excel or Power BI.
