Public Health Grant Compliance Lead | 11223 | fixed term contract/secondment

Opportunity until 31 March 2029 | full-time 37 hours per week | £45,268 to £49,818 per annum | Grade K | County Hall, Norwich (hybrid working)

Our Public Health service is dedicated to achieving Norfolk County Council’s vision for Norfolk to be the place where everyone can start life well, live well, and age well; and where no one is left behind. Public Health manages significant investment to improve population health and reduce inequalities. Ensuring this funding is used compliantly, transparently and effectively is critical.

We are seeking a Public Health Grant Compliance Lead to act as our organisational expert on public health grant conditions and financial compliance.

In this role, you will lead the interpretation, implementation and assurance of public health grant compliance across the directorate and wider council, ensuring all expenditure meets statutory and grant requirements.

You will:

• Act as the subject matter expert on public health grant conditions, translating national guidance into local practice.
• Design and deliver a programme of compliance reviews, audits and assurance activity.
• Identify and manage financial and governance risks, ensuring timely corrective action.
• Provide expert advice to services across Public Health, Trading Standards and Road Safety.
• Support audit and inspection processes, ensuring robust evidence and assurance.
• Contribute to LGR readiness, ensuring compliance systems are robust and transferable.

You will bring experience in financial governance, audit, compliance or assurance, with strong analytical skills and the ability to interpret complex policy and apply it in practice.
