NHS Lanarkshire is comprised of Acute Services (which currently provide hospital based services over 3 main sites), Corporate & Property & Support Services, North and South Lanarkshire Health and Social Care Partnerships which provide integrated primary healthcare and social care services to local communities and surrounding areas.

The Role

Provides health improvement leadership and management in the development and delivery of the work of locality and topic health improvement teams in North and South HSCPs in line with Scotland's Population Health Framework. Leads the development of evidence-based proposals, briefings, and reports to senior managers/committees to inform and strengthen the case for specific programmes of work in a portfolio to be determined depending on skills and experience and that of the rest of the Senior Management Team. Has delegated responsibility for managing finances and ensuring resources are effectively managed and within budget. Collaborates with a range of partners and staff in health improvement/public health, Health & Social Care and Community Planning Partnerships to develop and deliver initiatives to improve the health and wellbeing of the population.

Please note this is a fixed term post until August 31st 2027. Where a post only has temporary funding and an existing member of NHS Lanarkshire staff wishes to apply, this will be treated as a secondment. The employee MUST already have written agreement from their line manager to be released on a secondment before applying for the post.

In This Key Role, You Will

Strategy and Policy Development

Analyse and interpret public health information of particular relevance to public health and improving health in Lanarkshire throughout its varied communities conveying appropriate information on complex issues to a range of local partners thereby influencing major stakeholders to act to improve health.

Service Delivery

Adapt national policy for local plans in relation to public health to ensure that appropriate recommendations are included in the Local Delivery Plan and Joint Health Improvement Plans and that they are implemented accordingly.

Professional Leadership

Provide highly specialist advice on public health to senior personnel across NHS Lanarkshire and develop high level networks and partnerships to ensure joint strategies to improve health, particularly of priority groups such as children and low income communities.

Education & Training

Contribute to learning within health and social care and through networks to build capacity for public health enabling staff to respond to nationally driven service changes and ensure consistent evidence based practice.

Management

Manage delegated budgets associated with Health Improvement programmes and services as required.

Additional Information Specific To The Role

Health Improvement (HI) is an area-wide service hosted within University Health and Social Carer Partnership North Lanarkshire (UHSCPNL) but working across both partnerships. One of three strands of public health practice, our dedicated health improvement staff are an important workforce in leading and delivering programmes which assist NHSL and the Health and Social Care Partnerships to deliver the ambitions within Scotland’s Population Health Framework. Taking action to reduce health inequality and increase a prevention focus is a national and local priority. Working to reduce the determinants of poor health and health inequality is fundamental to this approach. As a member of the Health Improvement Senior Management Team, the post-holder will support the existing Health Improvement Lead (0.6 WTE) and work alongside senior management colleagues to provide strategic direction, operational leadership, system development and partnership management for health improvement activity across NHS Lanarkshire. While this post is aligned to the South Lanarkshire University Health and Social Care Partnership (SL UHSCP) for local delivery, the post holder will also oversee the development and delivery of health topic programmes across the whole of Lanarkshire. The post holder will have responsibility for a portfolio of locality teams operating across South Lanarkshire (Hamilton/Blantyre, Rutherglen/Cambuslang, East Kilbride and Clydesdale), and topic teams operating across both North and South Lanarkshire. They will lead and manage a portfolio of programmes and services, which may include Keep Well Anticipatory Care, Tackling Poverty, Oral Health Improvement, and Blood Borne Viruses & Sexual Health. The role also contributes to a wide range of cross-cutting population health agendas, such as mental health and wellbeing, community planning, community wealth building and children’s services planning.

What You'll Bring

  • A degree in health or science related subject.
  • Experience at a senior level.
  • A Master of Public Health or relevant post-graduate qualification or an advanced level of knowledge and experience of health improvement or public health which would equate to Masters level
  • Highly developed specialist knowledge on public health.
  • A driving licence is required; this must be a full UK/EU/EEA licence.
