Most government schemes are perfectly legible on paper and almost impossible to act on. This role exists inside that gap.
Mandalā Advisory & Strategy Services is hiring a Public Policy and Government Schemes Associate for a live, multi sector development mandate on the coast of Andhra Pradesh, spanning infrastructure, agriculture, the blue economy, MSMEs, clean energy and skilling.
Somewhere in a scheme guideline is a provision that could fund a farmer's irrigation set up, a fishing cooperative's cold storage, or a small processing unit's next machine. Most of the time, nobody eligible finds out about it in time to apply. This role is what closes that gap, for a farmer, a fishing cooperative, a small processing unit or a training institute that would otherwise never see the funding they are entitled to.
Based out of Vijayawada, with regular travel through the coastal districts. One to four years of experience. Telugu fluency here is not a preference, it is the job.

- Track and interpret central and state government schemes across agriculture, MSME, fisheries, energy, skilling and infrastructure, and work out which one applies to which project on the ground
- Draft scheme linked proposals, eligibility notes and supporting material for funding applications and detailed project reports
- Liaise directly with district and state government departments and with scheme nodal officers
- Monitor scheme guidelines, amendments, deadlines and disbursal cycles closely enough to catch changes before they cost a deadline
- Work with local communities, farmer producer organisations, cooperatives and field teams to convert scheme eligibility into funded, delivered projects
- Contribute to policy briefs, funding notes and formal submissions to government
What we are looking for
- One to four years of experience in public policy, government affairs, development consulting or a closely related field
- A working understanding of how Indian government schemes, central and state, are actually implemented, not merely what they are called
- Fluency in Telugu, spoken and written, and a professional command of English
- Comfort operating in government offices and in rural or semi urban settings, at times in the same week
- Precise writing, and the patience to read scheme documentation closely
- Based in Andhra Pradesh, or willing to relocate to Vijayawada and travel through its coastal districts

Preferred
- Prior experience with a government body, a think tank, a development consultancy or an NGO
- Familiarity with logistics, agriculture, aquaculture or renewable energy, education
