Business Development Lead
We are seeking a driven Business Development Lead to spearhead growth in our public safety account area, with a particular focus on UK policing. Working with a strong, established leadership team, you will identify and secure new business opportunities, nurture key client relationships, support the strategic direction of this account area, and contribute to the delivery of consulting projects where your experience can add value.
Purpose
- Identify and successfully win opportunities within and across the UK Public Safety sector (Police, Fire, Ambulance), focusing on digital transformation and exploitation of information and communications technology.
- Plan and carry out effective campaigns to provide growth opportunities for the Actica business, both acting as Prime and working with trusted collaboration partners.

- Build and manage customer relationships
- Build and manage partner relationships
- Manage framework responses
- Lead bid responses, proposal generation and develop compelling commercial propositions
- Support project delivery by bringing experience and expertise
Further Context
The successful applicant will join an existing management team within the Actica Government / Civil Business Sector, that have grown the sector year on year for the last decade but now need additional support to lead on opportunities, strategic relationships and Public Safety awareness to sustain growth.

Skills, Knowledge and Expertise
Required Skills and Experience
- Proven experience in Business Development.
- Proven experience in Public Safety.
- Strong network of contacts across UK police, fire and ambulance.
- Background in management consulting or delivery of digital transformation programmes.
- Proven ability to close complex deals and navigate public sector procurement processes.
- Exceptional communication, presentation, and interpersonal skills.
- Highly self-motivated with a results-driven mindset.
- Eligible for UK Security Clearance (SC level minimum) and NPPV3.
Desirable
- Experience working on bids and tenders, ideally with frameworks like CCS, DOS, or DSP.
Additional Requirements
- Must be eligible and willing to obtain UK Government Security Clearance and National Police Vetting Level 3.

Working Arrangements
- Hybrid working model, with an office base in Guildford, Surrey and access to our other offices in London, Swindon and Cheltenham.
- The practicalities of some project work means that individuals may need to travel and stay away from home during the working week.
- Team-based project environment with opportunities to participate in internal initiatives.

Career Development
- A Mentor will be on hand to provide support and guidance throughout your journey with Actica. You will also work with a Performance and Development Manager, often outside of your project line of control, who will conduct regular reviews based on project feedback to set career objectives and identify training courses which are both relevant to your current project work, and aligned with your planned career progression.
