Job Title: Public Service Renewal Bill Team Leader

Business Area / Directorate: Public Service Reform Bill Team, DG Strategy & External Affairs

Location: Atlantic Quay (Glasgow) / St Andrews House (Edinburgh)

Working Arrangement: The team works in a hybrid way across sites, with some regular office attendance required. Additional in-person attendance at key meetings, in both Glasgow and Edinburgh, may be required from time to time.

Grade: C1

Advert Type: Level Transfer

Duration: Until June 2028.

Eligibility: Expressions of Interest are invited from substantive colleagues on level transfer for core SG only.

Overview:

The Scottish Government is expected to introduce a Public Service Renewal Bill. While the precise content of the Bill is still to be finalised, it is expected to be taken forward in Year 1 of the new Scottish Parliament and will be a vehicle for different aspects of the Public Service Reform Strategy.

The Public Body Support Unit will lead on this work for the Scottish Government and is seeking to recruit a new team to take forward and coordinate the wide-ranging Scottish Government interests. The Bill has potentially significant cross-cutting implications across different parts of SG and a number of public bodies and so will require extensive internal and external engagement and coordination.

The Public Service Renewal Bill Team Leader will lead on co-ordinating the different interests in this Bill across the Scottish Government, as well as communicating with relevant stakeholders about the implications of the Bill. The Team Leader will work with SGLD, Parliamentary Counsel Office and PLU in preparing the Bill and taking it through Parliament.
