Pay Range: $41.16 - $53.51/hr. | $85,611 - $111,295 annual compensation

A Purchasing Manager job is available with The City of Fort Worth Environmental Services Department/ Business Services Division. The Business Services Division supports the executive staff, administrative functions and operational programming for Environmental Quality, Consumer Health, Solid Waste, and Communications Division and will report to the Assistant Director of the Environmental Services Department. The candidate will be responsible for managing all aspects of the procurement life-cycle for the City of Fort Worth Environmental Services Department and performing a variety of technical tasks related to the assigned area of responsibility, including collaborative assistance with public information requests and supervisory responsibilities for the Purchasing Section staff.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, or a related field
  • Five (5) years of increasing responsible experience in purchasing or contract administration, including one (1) year of administrative and supervisory responsibility

Preferred Qualifications:

  • Two (2) years of experience in life-cycle procurement for public or private agencies
  • General knowledge of procurement policies and procedures, particularly for the City of Fort Worth and/or State of Texas
  • Experience with competitive bids, professional services proposals, interlocal and cooperative agreements, sole source exemptions, emergency purchases and other common procurement methodologies
  • Experience using PeopleSoft Financials Purchasing module and Perceptive (or similar general ledger purchasing and automated invoice management systems)
  • Experience in preparing training materials, job aids and process mapping; facilitating training sessions and meetings
  • Experience leading, managing and implementing strategic programs, projects or initiatives for continuous improvement
  • Experience assisting with the development of purchasing plans in conjunction with annual budgets using grant, enterprise, special revenue, short and long-rang capital and general fund sources

The Purchasing Manager job responsibilities include:

  • Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; staff training; ensuring employees follow policies and procedures; making hiring, termination, and disciplinary decisions or recommendations
  • Lead the department’s life-cycle procurement functions, including reviewing, prioritizing, and delegating procurement requests and activities; interpreting, implementing and enforcing purchasing policies and procedures; and providing training and guidance on purchasing matters
  • Facilitate technical assignments such as preparation of bid specifications and solicitation, execution of purchase orders and accounts payable functions, tracking the purchase of vehicles and equipment, materials, services, and supplies
  • Solicits bids from appropriate vendors; compares costs and evaluates the quality and suitability of equipment, materials, services, and supplies
  • Prepares Mayor and Council communication for procurement related needs not limited to new agreements, the extension of existing contracts, or other policy recommendations
  • Work with the Environmental Services Department to determine purchasing needs, specifications, areas of standardization, and special problems as it relates to Environmental Quality, Consumer Health, and Solid Waste programs and core operations
